Item No. 3 PC: 2-18-88 UP-88-20 Page 4 The following steps describe the treatment process: 1 . The concrete slab's curbing will be sealed to prevent spillage of soil and water. 2 . Soil samples will be taken for laboratory analysis (petroleum hydrocarbon content) . 3 . Soil will be fertilized to bring nitrate and phosphorus level to at least 20 parts per million (ppm) and 5 ppm. Soil will be thoroughly mixed. 4 . Soil will be thoroughly wetted to bring the field moisture level in the soil to 30 - 70 percent . 5 . Prepare bacterial additive ; after incubq.tion period, dilute and spray over the entire surface of the contaminated soil . 6 . Thoroughly mix the entire contaminated soil mass. 7 . Sprinkle the soil surface with water to maintain 30 - 70 percent moisture condition at all times. r B . Repeat Items 6 and 7 above on a daily basis to ensure that adequate oxygen and moisture reach the entire mass. 9 . Take samples of soil every two weeks for laboratory analy- sis to determine treatment progress. 10 . When laboratory analysis indicates that the soil 's petro- leum hydrocarbon level has been reduced to meet the regula- tory agency ' s acceptable standards , the cleansed soil is hauled away to its permanent resting place . 11 . The concrete slab will be "reloaded" as described above and treated as stated in Items 1 - 10 . Contaminated soil will be transported to the project site by dump truck for processing. The applicant indicates that a small tractor will be used on the concrete treatment slab to mix and aeriate the soil . Once the soil is "clean, " it will be loaded on haul trucks by the tractor for delivery to fill sites or cropland. All operations will be restricted to daylight hours .
