(AGE) on behalf of Idealease for the property <br /> at 1137 South Stockton Street in Stockton (Site). <br /> The Site is in an industrial and commercial area of west Stockton. Site features include an <br /> office building, truck wash facility, fuel dispenser area, and one 12,000-gallon diesel <br /> aboveground tank (AGT). <br /> Idealease prepared this work plan to define the lateral and vertical extent of petroleum <br /> hydrocarbon contamination at the Site. The Work Plan proposes drilling one shallow soil <br /> boring to about 10 feet below ground surface (bgs) and 10 deep borings to about 30 feet bgs. <br /> Idealease will collect soil samples in five-foot intervals and grab groundwater samples from the <br /> deep borings. Idealease will analyze selected soil samples for total petroleum hydrocarbons <br /> as diesel, benzene, toluene, ethylbenzene, and xylenes. Four of the deep borings will be <br /> converted to monitoring wells. <br /> Our comments are presented below: <br /> 1. Central Valley Water Board staff concurs with the drilling of 11 soil borings and <br /> installation of four monitoring wells at the Site to define the lateral and vertical extent of <br /> contamination. By 12 February 2010, Idealease needs to drill the soil borings, install <br /> the monitoring wells, analyze the soil and grab groundwater samples, collect samples <br /> from the new monitoring wells, and submit a report of findings. The report of findings <br /> needs to include a summary of the analytical data, calculations showing groundwater <br /> flow directions, and recommendations for additional work, if necessary. <br /> 2. The Work Plan states that the deep soil borings will be advanced to 30 feet bgs or until <br /> soil samples no longer demonstrate hydrocarbon contamination. It is not clear how <br /> Idealease will determine when to terminate these soil borings. By 14 November 2009, <br /> Idealease needs to submit a work plan addendum that describes how it will determine <br /> when to terminate the deep borings and define the vertical extent of contamination. <br /> California Environmental Protection Agency <br /> ea Recycled Paper <br />
