(AGE) on behalf of Idealease for the property <br /> at 1137 South Stockton Street in Stockton (Site). <br /> The Site is in an industrial and commercial area of west Stockton. Site features include an <br /> office building, truck wash facility, fuel dispenser area, and one 12,000-gallon diesel <br /> aboveground tank (AGT). <br /> In June 2009, Idealease drilled 10 soil borings at the Site and collected soil and grab <br /> groundwater samples. Idealease drilled eight borings to 10 feet below ground surface (bgs) <br /> around the Site and two borings to 20 feet bgs within the presumed source area. Total <br /> petroleum hydrocarbons as diesel (TPHd) was detected in 13 of the 21 soil samples at a <br /> maximum concentration of 5,900 milligrams per kilogram (mg/kg). Idealease collected two <br /> grab groundwater samples from the deep soil borings and both contained free product. <br /> Benzene, toluene, ethylbenzene, and xylenes were not detected in any of the soil or <br /> groundwater samples. <br /> The Report concludes that the lateral extent of the soil contamination is not defined to the east <br /> of the AGT area and the vertical extent is not defined in the source area. Idealease also <br /> states that the vertical and lateral extent of the groundwater pollution is not defined in all <br /> directions. <br /> Our comments are presented below: <br /> 1. Central Valley Water Board staff concurs that the lateral and vertical extent of soil <br /> contamination is not defined. Boring B-8, which is about 60 feet from the source area, <br /> contained TPI-Id concentrations at five feet bgs and 10 feet bgs of 5,900 mg/kg and <br /> 2,400 mg/kg, respectively. Board staff concurs with the Report recommendation to <br /> conduct additional assessment and remove contaminated source area soil. By <br /> 30 September 2009, Idealease needs to submit a work plan for Site assessment and <br /> soil removal.
