Standard Conditions <br /> Grading Excavations <br /> Page Two <br /> S. Replacement of topsoil. During the excavation, the topsoil <br /> shall be set aside. Upon completion of an excavation, the <br /> topsoil shall be replaced, and the site leveled in conformance <br /> with the Grading Excavation permit. Replacement of topsoil <br /> can be waived by the Board of Zoning Adjustment or Board of <br /> Supervisors if the soils report indicates the replacement of <br /> the topsoil will not enhance the agricultural suitability of <br /> the property. <br /> 9. Weed Control. If material is to be removed from the site, <br /> operations shall be so conducted as to prevent the spread of <br /> noxious weeds. If noxious weeds are on the site, operations <br /> shall be in accordance with instructions from the Agricultural <br /> Commissioner of San Joaquin County. <br /> 10. Health Considerations. Excavations shall not cause health or <br /> sanitary hazards and shall not create conditions which will <br /> cause the breeding of mosquitos or other pests. <br /> 11. Permissible Final Grade. Within irrigation districts where <br /> water for irrigation is available, the permissible final grade <br /> shall be limited to the elevation certified by the irrigation <br /> district as necessary to provide gravity irrigation to the <br /> property to be graded. In no case, inside or outside of <br /> irrigation districts, shall the final average elevation be <br /> less than the mean elevation of the natural grade of the sur- <br /> rounding land,, or where the natural grade is not determinable <br /> to the existing grade of the surrounding land, within one hundred <br /> (100) feet of the perimeter of the proposed grading excavation. <br /> That portion of the perimeter adjacent to a river, riverbank, or <br /> levee shall be disregarded in computing average elevation. The <br /> elevation of public roads, railroads, canals, pipelines, and <br /> other similar uses or rights-of-sway shall not be used to compute <br /> average elevations. Excavation shall not be permitted to an <br /> average elevation below that of natural grade of the surrounding <br /> properties disregarding changes in ownership and property lines <br /> made within ten (10) years of the filing of the application. <br />
