7-27-83 <br /> STANDARD CONDITIONS FOR APPROVAL <br /> GRADING EXCAVATIONS <br /> 1. Stockpiling. No stockpiled soil or material shall be located <br /> closer than twenty-five (25) feet from any property line. <br /> All material to be removed from the property shall be stock- <br /> piled on the property pending the acceptance by the Planning <br /> Department of the certification of compliance in Subsection (e) . <br /> Stockpiles may be removed at any time after compliance with <br /> conditions has been certified by the Planning Department. <br /> 2. Interior and Private Access Roads. All interior roads and <br /> private access roads involved in an excavation shall be main- <br /> tained so as to control the creation of dust . <br /> 3 . Drainage, Irrigation, and Water Table. Final elevations shall <br /> be at a level that will: <br /> A. Not result in disruption of the drainage water from the <br /> property and adjoining properties; <br /> B. Not adversely affect the irrigability of surrounding <br /> properties. <br /> C. Not adversely affect the relation of the water table to <br /> the surface of the land. <br /> 4. Canals , Ditches, and Waterways. Excavations shall not cause <br /> damage to or breaks in canals, ditches, or waterways. A berm <br /> with a three-to-one (3:1) slope set back an appropriate <br /> distance, as determined by the Development Committee, from any <br /> water carrier, shall be maintained adjoining such carrier. <br /> The required setback may be modified by the Development Com- <br /> mittee based on the recommendation of the agency responsible <br /> for the maintenance of the water carrier. <br /> 5. Hours of Operation. Excavation operations shall not be carried <br /> on during the hours from nine (9) p.m. through five (5) a.m. , <br /> except during periods of declared national or state emergency. <br /> Said hours based on either Pacific Standard Time or Pacific <br /> Daylight Saving Time, whichever is legally in effect. The hours <br /> of operation may be modified by the Board of Zoning Adjustment <br /> based upon the excavation' s potential effect on surrounding land <br /> uses. <br /> 6. Lighting. Any night lighting established on the property shall <br /> be arranged and controlled so as not to illuminate public rights- <br /> of-way or adjacent properties. <br /> 7. Emissions. All emissions shall be subject to the rules and <br /> regulations of the San Joaquin County Air Pollution Control <br /> District. <br /> I <br />
