Michael King - 4 - 27 March 2023 <br /> City of Lathrop CTF <br /> Land Application Areas <br /> The LAAs regulated under WDRs Order No. R5-2016-0028-01 will either be used under <br /> a revision to the Recycled Water NOA or transferred back to developers for future <br /> development. No soil removal or remediation is required because the LAAs received <br /> disinfected tertiary treated recycled water and the discharges to the LAAs have not <br /> impacted beneficial uses of groundwater. <br /> Well Abandonment Plan <br /> There are 69 groundwater monitoring wells referenced in MRP Order No. <br /> R5-2016-0028-03. Because there will be no discharges to land for the disposal of <br /> wastewater, all wells, with the exception of MWM-24 and MWR-25, will be abandoned. <br /> MWM-24 and MWR-25 will remain in place and regulated under Sustainable <br /> Groundwater Management Act (SGMA) Monitoring Network for the Tracy Groundwater <br /> Subbasin (No. 5-022.15) and require ongoing water level data collection for <br /> Groundwater Sustainability Plan (GSP) compliance. <br /> The groundwater monitoring network consists of 34 monitoring wells currently owned by <br /> private property owners and 33 monitoring wells currently owned by the City (see <br /> Attachment 1). Private monitoring wells were either installed by property owners, land <br /> developers, or by the City with permission from the land owner. Hence, to the extent <br /> permitted by law, the City will notify and require private property owners to destroy the <br /> monitoring well(s) located on their property following well abandonment procedures <br /> consistent with California Department of Water Resources standards for the destruction <br /> of groundwater wells, as described in California Well Standards Bulletin 74-90 (June <br /> 1991) and Water Well Standards: State of California Bulletin 74-81 (December 1981). <br /> The City will also file applicable well abandonment permits with San Joaquin <br /> Environmental Health Department (EDH). The City will notify the Central Valley Water <br /> Board and San Joaquin County of any non-responsive land owners and will work with <br /> the Central Valley Water Board and San Joaquin County EHD on a satisfactory <br /> approach to address affected wells with follow-up or enforcement actions. <br /> Abandonments of City-owned monitoring wells will be conducted in accordance with the <br /> City's Monitoring Well Abandonment Workplan dated 25 January 2016 (Appendix A to <br /> the Monitoring Well Condition Survey Report and Destruction Plan dated 27 January <br /> 2016). The Monitoring Well Abandonment Workplan was conditionally approved by the <br /> Central Valley Water Board on 10 May 2016. Equipment decontamination procedures <br /> and the general health and safety plan outlined in the Monitoring Well Abandonment <br /> Workplan will be followed. <br /> Conditional Approval <br /> In general, the WDR Rescission Technical Memorandum includes the appropriate site <br /> closure information. Therefore, the WDR Rescission Technical Memorandum is <br /> approved subject to the following conditions: <br />
