Cecchi & Associates) <br /> ----------------------------------------------------------------- <br /> The proposal is to subdivide 153 acres into two 40-acre parcels, <br /> one 71. 3 acre parcel and one 2 acre homesite. The site is <br /> located between the California Aqueduct and I-5, approximately <br /> 1/2 mile north of the Stanislaus County Line. Several issues <br /> have been identified and are discussed below. <br /> Access <br /> Access to this site is provided by Koster Road via a 3 , 050 foot <br /> long, 30 foot wide access easement which narrows to 20 feet wide <br /> across the California Aqueduct. Any right-of-way that exceeds <br /> 1/2 mile in length shall have a secondary method of access. If <br /> the right of way serves more than six lots, it shall be improved <br /> to County standards for public roads. (Section 9-1150 . 15) If <br /> improvements beyond the boundaries of this project are <br /> necessary, the developer will be required to acquire and <br /> dedicate, or submit verification of the ability to acquire and <br /> dedicate, to the County the necessary easement or right-of-way <br /> prior to approval of the project. (Section 9-1100.9) <br /> Kit Fox <br /> This site is located within the buffer area of the Draft Habitat <br /> Conservation Plan (HCP) for the San Joaquin Kit Fox. The buffer <br /> areas are recognized as" potential kit fox habitat and therefore, <br /> under the draft HCP, any loss of habitat requires mitigation. <br /> The draft HCP recommends that the "remainder" of a homesite <br /> parcel be deeded for a conservation easement as a condition of <br /> approval. Also, a survey of the site for dens is recommended <br /> prior to issuance of building or grading permits. U.S. Fish and <br /> Wildlife and Department of Fish and Game regulations may be more <br /> restrictive. <br /> Flood Hazards <br /> Although this site is not mapped by FEMA, it may be subject to <br /> flooding due to Hospital Creek. If the Department of Public <br /> Works determines that this site is subject to flooding, or is <br /> within a floodway, the site may not be physically suitable for <br /> the creation of a homesite parcel. <br />
