Development Committee -2-
MS-93-87
Extractive Resources
General Plan Extractive Resources Policy 1 (p. VI-16) states:
Mineral deposits of significant quantity, value, or quality,
as identified in the State Division of Mines and Geology
reports as MRZ-2 Mineral Resource Zones (figure VI-4) shall
remain in open space uses until extraction of resources,
unless the immediate area has been committed to other uses.
Figure VI-4 shows that this site is identified as a MRZ-2 Mineral
Resource Zone.
Natural Resources
If submitted for a full application, the tentative map should
show the extent of any natural waterway, riparian habitat and oak
trees. Chapters 9-1505 "Trees" and 9-1510 "Riparian Habitat" may
apply to this site.
Lot Configuration
Lots 1, 2 and 3 do not have adequate frontage. Side property
lines should be approximately normal to the street right-of-way
lines (Section 9-905.9) . If submitted, the full application
should include a discussion of the underlying project. The
proposed configuration seems to have no relationship to existing
easements, levees, creeks or contours.
If the applicant intends to proceed with this item, the above
issues should be resolved before submitting the full application.
NOTE: The pre-application conference is designed to inform
prospective applicants' of General Plan consistency, zoning
consistency, public improvement requirements, preliminary design
constraints and opportunities, and major environmental and safety
issues. This information is provided in the hope of assisting
the applicant in submitting a better and more complete
application, as well as minimizing processing time. It is not
intended to be an in-depth analysis, and an environmental
assessment is not completed. The applicant should be aware that
a detailed review will not be done until the full application is
submitted. Also, if new or additional information is obtained, a
revised application or Environmental Impact Report may be
required.
c: Don and Darlene Cose
Richard V.
