(ATC) and has the following comments.
The Work Plan proposes the installation of three shallow groundwater monitoring wells
(MW) east of the site, and possibly three clusters of mid- and deep-level monitoring wells
onsite. The directive you received from SJC/EHD in correspondence dated April 20, 2007
was to submit a work plan to define the vertical and lateral extent of contamination at this
site, in both soil and groundwater.
ATC states in the Work Plan that they are proposing the cluster wells with deeper screen
intervals to establish if distinct hydrologic zones are present, and if so, are they impacted.
Current cross-sectional diagrams have not been prepared for this site. Review of cross-
sections prepared by ATC in 2003, prior to the installation of cone penetrometer test
(CPT) borings in 2004, indicates that wells MW-2, MW-3 and MW-4, located on the west
side of the site are screened across silt, while the wells on the south of the site, including
MW-6, have screen intervals which intercept sand below the silt. This lithological
variation, if accurate, may have some bearing on why the groundwater elevation is always
higher on the west side of the site than on the south and eastern sides of the site.
SJC/EHD recommends additional CPT assessment work to provide a more complete
description of the subsurface lithology prior to installing more monitoring wells. No CPT
borings have been advanced on the western side of the site; this area should be
investigated and grab groundwater samples collected at appropriate intervals, both
shallow and deep, to define the plume laterally at different depths. Borings should be
placed to define the plume to the north and west of MW-3 and MW-4, and to collect
shallow groundwater samples east and southeast of MW-5. If ATC agrees with this
modification to the proposed work plan, please submit a brief addendum with a map
indicating suitable CPT boring locations.
