My contact information is included at the end of <br /> this letter. <br /> I have reviewed the Groundwater Monitoring Report, January 2016 (Report), dated <br /> 9 February 2016, submitted on your behalf by Lee & Pierce Inc. (LPI). The Report included <br /> cross sections for the Site, and historical documentation and evidence of a former underground <br /> storage tank (UST) at Barrera's Market, formerly located to the south of your Site at 23659 <br /> Santa Fe Road. This property has also been identified as 23665 Santa Fe Road in the past. <br /> While the provided evidence does appear to indicate the presence of a UST at the former <br /> Barrera's Market, I believe closure to be premature at this time due to increasing concentrations <br /> in the Site source area. Below are my comments on the assessment and cleanup of the <br /> petroleum release from this Site. <br /> 1. The historical documentation and photos provided in the Report appear to indicate the <br /> presence of a UST at the former Barrera's Market at 23659 Santa Fe Road. Included in <br /> the Report is a 1976 San Joaquin Local Health District Application for Sanitation Permit <br /> which includes a diagram depicting the presence of"gas pumps". The Report also <br /> includes photos showing what appear to be concrete remnants of former dispenser <br /> islands. However, I would note that the provided San Joaquin County Building <br /> Inspection Permit #P98448 appears to discusses the relocation of a residential natural <br /> gas line and meter, rather than "gasoline and meter" as indicated in the Report. <br /> Additionally, groundwater concentration data in the Report appear to indicate a separate <br /> release impacting down-gradient well MW-7, located on the 23659 Santa Fe Road <br /> property. Recent benzene concentrations in on-site well MW-1 and down-gradient well <br /> MW-7 are 71 ug/L and 82 ug/L, respectively, and concentrations in wells MW-5 and MW- <br /> 5D are currently below laboratory reporting limits for all analyzed hydrocarbon <br /> constituents. As MW-5 and MW-5D are located between MW-1 and MW-7, down- <br /> gradient of the former tank pit on your property, this appears to indicate that there is <br /> likely a separate source for the hydrocarbons reported in MW-7. <br /> KARL E.
