I believe the person was <br /> named Scott, but not sure. Over the counter we looked at the property maps and I was shown <br /> parcel maps which indicated the road and park were City of Riverbank. I then went to City <br /> of Riverbank (in Riverbank) to their Public Works and discussed their ownership and <br /> getting an encroachment permit for the Waste Water Treatment Road. That is the road going <br /> back between the Jacobs Myer Park and the corner property )Jose Cano) . City of Riverbank <br /> was unclear who owned it but would check. Later they emailed me saying the information <br /> they had indicated The City did and attached an encroachment permit application. I <br /> believe they said the road originally went back to the old city dump. The property maps I <br /> included in that particular drilling application were from the SJ Public Works. They <br /> accessed the County's database and printed them for me. I assume they were assessor <br /> property maps. . <br /> The County was sure because their maps were not accurate (too general) . <br /> They suggested having the whole area resurveyed by a licensed surveyor! <br /> They didn't know where their property ended and Jose Cano's began, nor the City's. It is <br /> most likely a mute point, since I plan to put the boreholes on private property anyway, <br /> just as the original workplan map indicated. The only reason the locations were moved was <br /> because we couldn't get access to Jose Cano property. We now have that, so there is no <br /> reason not to proceed as originally planned. <br /> I remember the process because I originally was led to believe the county would own it (by <br /> Jose Cano when I finally spoke with him at his house) . . <br /> Next step I spoke with someone at the County Public Works and was sent a encroachment <br /> permit application. I filled that out and submitted a map and fee. That was denied <br /> because SJPW wanted exact borehole locations as they pertain to property ownership. <br /> Geocon does not have those. Never did. <br /> Geocon received the applications back. <br /> I then met with SJPW in Stockton and they brought out property maps. As best as could be <br /> determined the County did not own the land where the <br /> locations would be. They said the City did. I did not pursue <br /> encroachment permits with the County after that time. <br /> At least that it what both said initially over the phone or emails. That is why I had to <br /> make personal visits to each more than once. I even told the SJ County counter guy at PWs <br /> that if the city owned it, the city didn't know it. Then I went back to the City of <br /> Riverbank Recreation Dept. and was referred to the City PW. I explained the situation to <br /> the City PW and they were not sure if they owned it or not, but would check. A week or <br /> two later they I had not heard so when sampling the last time I went in again to <br /> Riverbank. In about a week, Public Workse mailed me and said they owned the park, the <br /> road too. It had been deeded to them along time ago because it was the old city dump <br /> road. The dump was where the WTP is now, or somewhere back in there. <br /> Considering the effort in getting all the access/encroachment permits , I submitted <br /> drilling applications for both the Jose Cano property and the City of Riverbank Wastewater <br /> Treatment Plant (RWTP) road. However, depending on site access to Cano's property, we <br /> may have to relocate to the road. Cano has his leach/septic system in that area. If Cano <br /> can't be done, then the <br /> RWTP road is a backup. I wanted to have the option ready and not demob to <br /> get another permit.
