I have included a copy of the "Cost
Pre-Approval Request'form; please use this form in the future for requesting pre-approval of corrective
action costs.
Pursuant to Cleanup Fund regulations and based upon the materials submitted, the Cleanup Fund must
deny your request for pre-approval. In a letter dated September 14, 2000, the San Joaquin County
Environmental Health Division issued a directive to provide an adequate drinking water supply to the
Pantoja property. The temporary water supply (Ranch Market well) currently providing water to the said
property showed levels of nitrates exceeding allowable limits for drinking water. In addition, agricultural
agents have also impacted the well. Per Fund regulations, only costs associated with remediating
contamination from an eligible petroleum UST are eligible for reimbursement by the Fund. Based on the
information provided, it appears that the costs submitted for pre-approval are related to an existing nitrate
problem. As such, costs to provide bottled water to the Pantoja property are not eligible for
reimbursement by the Fund. In the event that the temporary water supply to the Pantoja property is
impacted by petroleum hydrocarbon contaminants, costs for an alternate water supply to the Pantoja
property will be reimbursed by the Fund.
If you have any questions regarding this matter, please call me at(916)227-4518.
Sincerely,
Wennilyn Fua,Water Resources Control Engineer
Technical Review Unit
Underground Storage Tank Cleanup Fund
Enclosure
cc:_ Mr.Marty Hartzell Mr. Michael Infutna
RWQCB, Reg. 5 —Sacramento / San Joaquin County EHD
3443 Routier Road ✓ 304 East Weber Ave.,Third Floor
Sacramento, CA 95827-3098 Stockton, CA 95202
California En vironmental Protection Agency
Za RerydedPape,
