Your comments should include, or cite to, evidence that <br /> supports your claim(s). <br /> Meeting Minutes <br /> On 3 January 2013, Nagi and Halima Saleh-Ali, Mohamed and Huda Gubary, Munir Obiad, and <br /> Talal Nasser met with Regional Water Board staff (Staff) to discuss the attached draft Order. <br /> Staff provided copies of the draft Orderto the meeting participants, and stated that written <br /> comments to the draft Orderwould be due within two weeks. <br /> Staff discussed actions necessary to reach functional compliance with the requirements in the <br /> draft Order, which if completed as requested by Staff, would provide the information necessary <br /> to complete the investigation and would result in a Staff recommendation to not issue the draft <br /> Order. Staff requested a limited groundwater monitoring event for three monitoring wells <br /> (MW-1, MW-3, and MW-7) and three domestic wells (DW-1R, DW-2R, and DW-3), to determine <br /> the current extent of the groundwater plume at the Site. Mohamed and Huda Gubary requested <br /> the inclusion of a copy of the attached Third Quarter 2008 Groundwater Chemical Data Map of <br /> the last monitoring results with the well locations, and stated they (Mohammed and Huda <br /> Gubary) were the Authorized Agent for SWRCB CUF Claim Number 15211 for claimant Durhim <br /> Saleh-Ali (AKA Durhim Jubari), who was not present at the meeting. Munir Obiad, a current Site <br /> owner, indicated that access to sample the above Site wells was granted and that he would <br /> work with the neighboring properties to get access to the remaining wells. <br /> Staff agreed to check with the State Water Resources Control Board (SWRCB) Underground <br /> Storage Tank Cleanup Fund (CUF), to determine whether a Site CUF budget was available for <br /> the current fiscal year, and also provide a San Joaquin County list of consultants by email <br /> attachment. Staff recommended procurement of three bids from the consultants, and offered <br /> assistance to evaluate the validity of the bids. Staff also agreed to assist where possible, to <br /> ensure closure is achieved in a timely manner. <br /> A) Task to determine whether groundwater concentrations demonstrate a significant decline <br /> since 2008: <br /> • Conduct two limited concurrent groundwater and domestic well monitoring events (not <br /> required as quarterly events) on wells MW-1, MW-3, MW-7, DW-1 R, DW-2R, and DW-3. <br /> If the two groundwater monitoring events demonstrate that concentrations have declined <br /> significantly since 2008 and the domestic wells have remained not impacted, then the following <br /> would occur prior to Site closure: <br /> • Completion of the 60-day Public Participation period (Staff to assist), <br /> • Finalize the groundwater evaluation for the SWRCB Low Risk Closure Policy using the data <br /> (Staf), and <br />
