SANTA FE ROAD, RIVERBANK, SAN JOAQUIN COUNTY(RB CASE#390609) <br /> In a letter dated 13 July 2011, the San Joaquin County Environmental Health Department (SJCEHD) <br /> referred the lead agency for the above case to the Regional Water Quality Control Board (Regional <br /> Water Board) for non-compliance with their directives. In September 2007, the SJCEHD approved a <br /> work plan to delineate the extent of the plume. The investigation was completed in August 2008; <br /> however, the report has not been submitted to date. In addition, groundwater has not been monitored <br /> for over.two years, and the last monitoring report was submitted in January 2009. Multiple attempts by <br /> SJCEHD to contact the responsible parties have been reported to this agency as unsuccessful to date. <br /> SJCEHD records show three underground storage tanks (LISTS) were removed in May 1991. <br /> Maximum LISTS soil confirmation samples were total petroleum hydrocarbons as gasoline (TPHg), <br /> 4,700 milligrams per kilogram (mg/kg); benzene, 10 mg/kg; toluene, 210 mg/kg; ethylbenzene, <br /> 86 mg/kg; and xylenes, 604 mg/kg. The water samples for a domestic well (DW-2) located at the <br /> adjacent property reported methyl tert butyl ether (MTBE) at 38 micrograms per Liter (ug/L) in October <br /> 1999 and MTBE, 58 ug/L in November 1999. The site domestic well (DW-1) was sampled in <br /> August 2000 and failed the drinking water standards for nitrate and nitrite/nitrate. DW-1 and DW-2 <br /> were destroyed and a replacement domestic well (DW-1 R) was installed to serve the site and adjacent <br /> residence by January 2001. <br /> On 8 December 1999, the Regional Water Board Chief of Site Cleanup, acting on behalf of the <br /> Executive Officer, issued a Water Code Section 13267 Order requiring alternative supply of potable <br /> water to the users of the impacted domestic well, submittal of a monitoring well installation report, and <br /> submittal of reports of quarterly groundwater monitoring. On 18 August 2000, Regional Water Board <br /> staff (Staff) requested a Corrective Action Plan, and on 25 September 2000 Staff approved a feasibility <br /> study testing work plan for soil vapor extraction (SVE) and air sparging.
