Ranch Market 2 . 19 July 2011 <br /> 23569 Santa Fe Rd., Riveak <br /> San Joaquin County <br /> Remediation Plan was approved by Staff. The SVE system began operation in September 2002, <br /> followed by a groundwater Ozone Sparge (injection) System startup in November 2002. <br /> In a SJCEHD letter dated 26 February 2004, after free product was discovered in monitoring well <br /> MW-3, SJCEHD notified you that they were now the lead agency for the USTs case, and required free <br /> product removal from MW-3. Ozone injection was stopped in December 2004, and dual phase <br /> extraction was tested and rejected as not effective by June 2006. SVE continued until 9 June 2008 <br /> with SJCEHD approval. A Multiple Interface Probe (MIP) groundwater investigation work plan was <br /> approved by SJCEHD on 4 September 2007, and the MIP work was completed in August 2008. As <br /> stated above, the MIP report has not been received. <br /> Ten groundwater monitoring wells (MW-1 through MW-9, and MW-5D) and three domestic wells <br /> (DW-1 R, DW-3, and DW-4) were monitored at the Site in September 2008, when maximum <br /> groundwater concentrations (MW-3) were TPHg, 86,000 micrograms per Liter (ug/L); benzene, <br /> 270 ug/L; toluene, 57 ug/L; ethylbenzene, 630 ug/L; xylenes, 6,300 ug/L; 1, 2-dichlorethane, 0.7 ug/L; <br /> tert butyl alcohol, 5.2 ug/L; and MTBE, 7.8 ug/L. When the domestic wells were last monitored in <br /> November 2008, all domestic well results were non-detect for petroleum hydrocarbons. <br /> You are currently out of compliance with regulatory directives, which may result in formal <br /> enforcement action pursuant to the California Water Code, which does include the imposition of civil <br /> administrative liabilities (fines) of up to $1,000.00 per day per violation. However, Regional Water <br /> Board staff would prefer the opportunity to work with you, to move this USTs case into compliance with <br /> future directives and eventually towards closure.
