W <br /> HEAL111 SECC�R <br /> /10E International Incorporated <br /> May 2, 2002 I 1 55 <br /> Mr. Marty Hartzell <br /> California RWQCB Central Valley Region <br /> 3443 Routier Road, Suite A <br /> Sacramento, CA 95827-3098 <br /> Subject: Work Plan for Remedial Approach and Well Installation <br /> Ranch Market <br /> 23569 South Santa Fe Road <br /> Riverbank, California <br /> SECOR Project No. 770T.43622.01.0001 <br /> Dear Mr. Hartzell: <br /> SECOR International Incorporated (SECOR), working on behalf of Mr. Durhim Ali Jubari, <br /> submits this letter as a work plan for the installation and operation of a soil and groundwater <br /> remediation system at the Ranch Market Site located at 23569 South Santa Fe Road in <br /> Riverbank, California(Figures 1 of 8 and 3 of 8, Attachment 1). <br /> REGULATORY REVIEW & DIRECTION <br /> The initial plan proposing soil vapor extraction(SVE) and ozone sparging using ten SVE wells <br /> and 12 ozone sparge wells is presented in SECOR's Final Remediation Plan, dated February <br /> 28, 2001, and approved by the Regional Water Quality Control Board, Central Valley Region <br /> (RWQCB) in their letter Final Remediation Plan, dated March 26, 2001 (Attachment 2) <br /> During discussions with RWQCB's representatives Marty Hartzell and Cori Condon on April <br /> 25, 2001 for a Pay For Performance Contract,the RWQCB proposed clean up goals that were <br /> at or below Maximum Contaminant Levels (MCL's) for total petroleum hydrocarbons <br /> calculated as gasoline (TPHg), benzene, and fuel oxygenates including methyl tert-butyl ether <br /> (MtBE). In order to attain the RWQCB's proposed clean up goals, SECOR expanded the <br /> proposed ozone sparge system from 12 injection points to 23 injection points. <br /> In the RWQCB's letter Cone Penetrating Testing Assessment Report Review, dated February <br /> 11, 2002, the RWQCB states that the proposed approved remedial system must be constructed <br /> 3017 Kilgore Road, 3uile 100, Rancbo Cordova, CA 95670 916.861.0400 916.861.0930 Fax uww.secorxom <br />
