Hazelton Avenue <br /> Stockton, CA 95205 <br /> RE: Limited Site Investigation Work Plan <br /> ±19.41 Acres Vacant Land <br /> APN 221-210-020 <br /> Manteca, San Joaquin County, California <br /> Terracon Project No. NB177049 <br /> Dear Mr. Kith: <br /> Terracon Consultants, Inc. (Terracon), on behalf of CH Realty/Acquisitions VII, L.L.C., has <br /> prepared this Work Plan in accordance with San Joaquin County Ordinance Code,Title 9, Section <br /> 9-1115.3 to secure permits for a Limited Site Investigation (LSI)at the above-referenced property <br /> (Site). The Work Plan includes a brief site history, purpose, and proposed scope of services. <br /> PROJECT INFORMATION <br /> Terracon conducted a Phase I Environmental Site Assessment (ESA) of the site to assess <br /> environmental conditions associated with the current and past site use. The Site consists of a <br /> single parcel totaling approximately 19.41 acres. Exhibit 1 — Site Diagram provides an overview <br /> of the entire project. The Site is currently owned by Scannell Properties 220 LLC and includes <br /> Assessor's Parcel Number 221-210-020. <br /> The Site was historically part of a larger parent tract consisting of over 300-acres owned by the <br /> Spreckel Sugar Company as early as the 1930s through 2015. The Site and adjoining areas to <br /> the north were used as a disposal reservoir for the former Spreckels sugar factory, which was <br /> located approximately 1,500 feet to the northwest. The disposal reservoirs, which were noted on <br /> aerial photographs and/or topographic maps dating from 1937-1976, were used for waste water <br /> generated during the processing of sugar beets. Historical landfilling (primarily demolition debris) <br /> was documented in 1997 Phase I/Phase II ESA reports in the northwestern and northern portions <br /> of the Site. The southern portion of the Site was used for row crop production from at least 1957 <br /> through 1993. The Site was cleared by 2005 and has remained vacant since that time. CH Realty <br /> has requested an LSI, as part of their due diligence process, to evaluate shallow subsurface soils <br /> and groundwater for potential impacts related to historic site uses. <br /> Terracon has prepared the following scope of work to investigate the potential for impacts at the <br /> Site. <br /> Terracon Consultants, Inc. 902 Industrial Way, Lodi, California 95240 <br /> P 209-367-3701 F 209-333-8303 terracon.com <br />
