WASTE DISCHARGE REQUI&ENTS NO. -7- <br /> OWENS-BROCKWAY <br /> OWENS-ILLINOIS GLASS FURNACE FACILITY <br /> SAN JOAQUIN COUNTY <br /> E. Provisions: <br /> 1. To determine compliance with Groundwater Limitation D.1, the Discharger shall submit a <br /> workplan for further characterization of groundwater quality by 15 April 2000. The <br /> workplan shall present an evaluation of the adequacy of the existing monitoring well network <br /> with respect to potential contaminant source areas, groundwater quality and elevation data <br /> collected to date and, historical groundwater flow directions. The workplan shall contain <br /> recommendations and a proposed time schedule for improving the monitoring well network. <br /> The workplan shall be consistent with, and include the items listed in, Attachment C, "Items <br /> to be Included in a Monitoring Well Installation Workplan and a Monitoring Well <br /> Installation Report of Results. " <br /> 2. A Groundwater Monitoring Summary Report shall be prepared summarizing the first four <br /> quarters of groundwater quality and elevation data, and wastewater flow and quality data. <br /> The report will be prepared within 30 days of receiving laboratory data. The report will <br /> evaluate observed or potential impacts to groundwater quality related to the process <br /> wastewater ponds. <br /> 3. If process wastewater discharges to the process wastewater ponds are determined to have, or <br /> are likely to, impact groundwater quality based on the Groundwater Monitoring Summary <br /> Report or subsequent monitoring reports, then a Wastewater Treatment/Pond Mitigation Plan <br /> shall be submitted within 90 days of request by the Executive Officer. The plan shall address <br /> groundwater contaminants identified in the Groundwater Monitoring Summary Report, <br /> evaluate contaminant control alternatives, and select a preferred contaminant control <br /> alternative. The selected contaminant control alternative must comply with State Water <br /> Resources Control Board Resolution 68-16 and be consistent with the most recent Basin Plan. <br /> The Wastewater Treatment/Pond Mitigation Plan shall-include future expansion <br /> considerations in the selection of the preferred contaminant control alternative. The Plan will <br /> include a project schedule for design and construction. <br /> 4. By 30 June 2000, the Discharger shall install a meter in the primary domestic wastewater <br /> effluent piping to measure flow to the leachfield. <br /> 5. By June 30 2000, the Discharger shall install a meter between the furthest downstream <br /> process water and/or stormwater piping connection and process wastewater Pond No. 1. The <br /> meter shall be located to allow measurement of all piped flow into the pond. <br /> 6. By 30 June 2000 the Discharger shall submit a workplan to reduce the flow of petroleum to <br /> the wastewater ponds. The plan will identify the sources of the oil, describe the present <br /> control techniques, and present the selected improved control technology. The workplan <br /> shall also include a schedule for implementation. <br /> 7. By 30 June 2000, the Discharger shall submit a process wastewater pond improvement <br /> workplan which has been prepared by a Registered Engineer. The workplan shall show the <br /> proposed process wastewater pond improvements, a water balance with the improved pond <br /> configuration, and descriptions of associated facility improvements needed to meet the <br />
