MONITORING AND REPORTIN*OGRAM ORDER NO. -3 - OWENS-BROCKWAY AND OWENS-ILLINOIS GLASS FURNACE FACILITY SAN JOAQUIN COUNTY Standard Minerals shall include, at a minimum, the following elements/compounds: Barium, Calcium, Magnesium, Sodium, Potassium, Chloride, Nitrate, Sulfate, Total Alkalinity_ (including alkalinity series), and Hardness. 2 Volatile Organic Analysis to be performed by EPA Method 8010 or other analytical method approved by Board staff. GROUNDWATER MONITORING Groundwater samples shall be collected from each groundwater monitoring well in accordance with the approved Groundwater Monitoring Workplan. The groundwater monitoring program for all existing and wells installed subsequent to issuance of this MRP, shall include the list below. Sample collection and analysis shall follow standard EPA protocol. Each groundwater monitoring well shall be monitored at least for the following: Constituents Units Type of Sample Sampling Frequency Reporting Frequency Groundwater Elevation 0.01 feet Measurement Quarterly Quarterly Volatile Organic Compounds µg/1 Grab Quarterly Quarterly TPH-Diesel/BTEX/MTBE3'4 mg/1 Grab Quarterly Quarterly Nitrates as Nitrogen mg/l Grab Quarterly Quarterly Total Dissolved Solids mg/l Grab Quarterly Quarterly Standard Minerals' mg/1 Grab Quarterly Quarterly Specific Conductivity µmhos/cm Grab Quarterly Quarterly pH pH units Grab Quarterly Quarterly 1 Standard Minerals shall include the following compounds: Calcium, Magnesium, Sodium, Chloride,Nitrate, Sulfate, Total Alkalinity(including alkalinity series), and Hardness. 2 Volatile Organic Analysis to be performed by EPA Method 8010 or other analytical method approved by Board staff. 3 TPH-D to be performed by EPA Method 8015-m, BTEX and MTBE to be performed by EPA Method 8020, if MTBE is reported in sample, cofifirm analysis with EPA Method 8010 listed above. 4 Perform four quarters of indicated analyses, if analytes not detected, discontinue analysis with Board staff approval. REPORTING In reporting monitoring data, the Discharger shall arrange the data in tabular form so that the date, sample type (e.g., effluent,pond, groundwater well, etc.), and reported analytical result for each sample are readily discernible. The data shall be summarized in such a manner to clearly illustrate compliance with waste discharge requirements and spatial or temporal trends, as applicable. The results of any monitoring done more frequently than required at the locations specified in the Monitoring and Reporting Program shall be reported in the next scheduled monitoring report. As required by the California Business and Professions Code Sections 6735, 7835, and 7835.1, all groundwater monitoring reports shall be prepared under the direct supervision of a registered professional engineer or geologist and signed by the registered professional.
