This work is necessary because MW-5 has been dry for the last few quarters. <br /> Groundwater elevations in the vicinity of MW-5 have been declining for several years.The new <br /> monitoring well will be placed at the same location as the existing MW-5 and will be incorporated <br /> into the existing monitoring system. This work must be performed under permit from the San Joaquin <br /> County Department of Environmental Health(SJDEH,and this work plan being submitted to the <br /> Regional Water Quality Control Board(RWQCB),Central Valley Region for approval. <br /> 1. INTRODUCTIONAND BACKGROUND <br /> The Owens-Brockway facility is located in western San Joaquin County at 14700 W.Schulte Road,in <br /> Tracy,California(Plate 1).Land use in the area is primarily industrial with a Biomass Recovery <br /> facility located immediately north of the site,a former Federal Aviation Administration(FAA) <br /> Tracking Station west of the site,and the Southern Pacific Railway line south of the site.The area <br /> immediately east of the facility is undeveloped. <br /> Quarterly groundwater monitoring is performed in accordance with the RWQCB's Waste Discharge <br /> Requirements(WDRs),Order Number 5-00-056,adopted March 24,2000.The groundwater <br /> monitoring well network includes one upgradient monitoring well, (MW-5),a cross gradient well <br /> (MW-2)and three downgradient monitoring wells(MW-3,MW-3S and MW-4). There was another <br /> upgradient well,MW-1,which was destroyed in March 2013 because it had been dry for many years. <br /> MW-3 and MW-3S are located adjacent to process water Pond 2/3 and MW-4 is located <br /> downgradient of storm water Pond 5 (Plate 2).Onsite facilities include the operating glass <br /> manufacturing plant,warehouses,offices,and associated materials storage facilities,(Plate 2). <br /> CKG Environmental,Inc.
