PHS/EHD has the following comments for your consideration.
The report included the results of the July 1995 soil and groundwater investigation. Two
replacement wells were installed, MW2A and MW3A, since both MW2 and MW3 have
been dry for several years. However, only MW3 was destroyed because PHS/EHD
requested that MW2 be retained for possible use during a further remediation effort.
Figure 2 indicated that monitoring wells, MW1, MW2, and MW3 were destroyed. Please
correct this figure and submit a revised Figure 2.
The report also included correspondence from Nolte and Associates indicating the
elevations of wells MW2A and MW3A, but failed to include a site map or reference points
which are usually submitted with licensed surveyor's reports.
Soil Investigation
Soil contamination was observed during the installation of monitoring wells, MW2A and
MW3A. Analytical results obtained from the samples submitted evidenced soil
contamination in MW2A from 30 - 45 feet below ground surface. PHS/EHD staff
requested that the soil samples obtained from below groundwater level be submitted for
analysis, so that the mass of contamination could be estimated; since contamination
adsorbed to soil and below the groundwater level will continue to leach into the
groundwater. Samples were not collected below the groundwater level for laboratory
analysis as requested.
Table 2 contained incorrect information according to the Sequoia Analytical's lab report.
Please note that 0.0091 mg/kg toluene was detected in the soil sample collected from
MW2A at 45 feet and also it should be noted that this same sample's TPH-d analysis
contained a footnote indicating that the 1.2 mg/kg was an unidentified hydrocarbon of
<C13. A revision of Table 2 should be submitted.
A Division of San Joaquin County Health Care Services
