Weber Avenue, Room 678 <br /> Stockton, California 95202 Proposal No. P-94-3279-00 <br /> SUBJECT: Submittal of Proposal <br /> Additional Environmental Investigation <br /> Human Services Agency Project <br /> Dear Dick: <br /> As a follow-up to our recent phone discussion, please find presented below a proposal for <br /> additional environmental investigation services in the vicinity of the Human Services Agency <br /> buildin; in downtown Stockton. The proposed scope of services is based on data generated <br /> during the original remedial excavation project and the recent groundwater monitoring program <br /> as well as a various recent correspondence including letters from the San Joaquin County <br /> Environmental Health Division dated March 14 and June 27, 1994. <br /> The intent of the proposed work is to develop additional soil and groundwater data to determine <br /> if the HSA site is currently impacting groundwater quality in the downtown area. As you know, <br /> for sometime it has been WESTON'S opinion that petroleum hydrocarbons found in some of the <br /> HSA project's monitor wells are related to other offsite sources. This proposed work is <br /> designed to make a final evaluation of this issue. <br /> Proposed Scope of Work <br /> In general, the proposed work includes: developing a work plan for review by the EHD, <br /> installing two monitor wells with soil sampling being conducted as part of the well installation, <br /> conducting one round of monitor well sampling (the two new wells and the existing five wells) <br /> and preparing an investigation report. An optional task is also being proposed which covers <br /> proper abandonment of the two existing dry monitor wells onsite.
