RECEIVED
NOV 2 4 1992
ENVIRONMENTAL HEALTH
PERM!f/5ER'lll t)
San Joaquin General Hospital /A Division of San Joaquin County Health Care Services
November 23, 1992
M E M O R A N D U M
TO: RICHARD CALLISTRO, CAPITAL PROJECTS
JIM LL DI CT R, GENERAL SERVICES
FROM: MICHAEL N. SM TRECTOR, HEALTH CARE SERVICES
SUBJECT: SAN JOAQUIN COUNTY HUMAN SERVICES BUILDING UNDERGROUND
STORAGE TANK CONTAMINATION SITE
As you know, on October 8, 1992, I met with Mel Wingett and several County
staff regarding the current issues associated with the San Joaquin County Human
Services building site that our Environmental Health staff had identified
requiring both mitigation and monitoring considerations. I also outlined my
general concerns regarding other underground storage tank contamination sites on
County property and made specific recommendations.
I outlined those recommendations in my memorandum to Mr. Wingett of October
15, 1992, which included my recommendation that 1) General Services assume
overall responsibility for coordination of all County sites; 2) that the
necessary monitoring requirements at the Human Service Agency be implemented as
soon as possible. In talking with Mr. Wingett on Tuesday, November 17, 1992, he
has advised me that he has directed Mr. Callistro' s department to initiate the
necessary action to implement the required monitoring. He further advises, that
Mr. Leonard through General Services will be responsible for all mitigation
activities on County sites, including the Human Service Agency site.
By copy of this memorandum, I am advising our Public Health and
Environmental Health staff of these decisions and directions. I would appreciate
both of you working directly with our Public Health/Environmental Health staff,
principally Laurie Cotulla, in addressing both the monitoring and mitigation
activities. If there is any additional assistance we can provide as you address
these issues, please let me know.
MNS:pb
1120921
cc: William Mitchell, Deputy Director, Public Health Services
Jogi Khanna, M.D. , Public Health Officer
n Valinoti, Director, Environmental Health Division
Laurie Cotulla, Program Manager, Environmental Health
Post Office Box 1020 / Stockton / California 95201 / 209 468-6000
