SMITH, DIRECTOR, HEALTH CARE SERVICES
SUBJECT: COUNTY UNDERGROUND STORAGE-TANK CONTAMINATION SITES
When I met with you and other County staff on Thursday,
October 8 , 1992 , I outlined several concerns we had regarding the
above subject. Our initial focal point was on the San Joaquin
County Human Services building site that our Environmental Health
staff had identified both mitigation and monitoring problems . I
believe you have the correspondence directed to Mr. Callistro from
our staff on that matter.
Of broader concern to me was the fact that our Environmental
Health staff had identified several other sites within San Joaquin
County Government ' s responsibility. I have attached those sites as
you requested. In addition, I had given some information regarding
our Environmental Health staff ideas as to how we might address the
Human Services Agency issues . That material is also attached.
My specific request for your consideration was as follows :
1 . I recommended that the General Services Department be
responsible for the coordination of all county sites .
This coordination would include addressing the current
sites identified with the appropriate County department
heads and also would including working with Capital
Projects on any new construction activity.
2 . I recommended that strong consideration be given to
addressing the monitoring requirements at the Human
Service Agency as soon as possible. I suggested that the
dollars involved for the monitoring were not that great,
and perhaps some funding could be linked to the
Courthouse Construction Fund or other sources .
