San Joaquin Street <br /> Stockton, CA 95202 <br /> Subject: San Joaquin County Human Services LOP Site: 1257 <br /> Work Plan Approval <br /> 145 S Sutter Street <br /> Stockton, CA 95202 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed Groundwater <br /> Data Gap Work Plan (Work Plan), dated 18 April 2014, submitted on your behalf by Weston <br /> Solutions. A plume of impacted groundwater extends eastward of the subject site and has not <br /> been adequately delineated; to complete the plume delineation, Weston Solutions proposes in <br /> Work Plan, to initially advance two cone penetration testing (CPT) borings east of the subject <br /> site to characterize the subsurface soil lithology and identify suitable depth intervals <br /> approximately 50 feet below surface grade (bsg) for groundwater sampling. Based on the <br /> results of the two CPT borings, Westin Solutions proposes to then advance four additional <br /> borings utilizing the CPT rig to the target depths identified from the two initial borings to obtain <br /> grab groundwater samples. The grab groundwater samples will be analyzed for total petroleum <br /> hydrocarbons quantified as gasoline (TPHg) and as diesel (TPHd) and for benzene, toluene, <br /> ethylbenzene and xylenes (BTEX). The EHD approves the proposed scope of work and <br /> approximate boring locations as appropriate and necessary for the site characterization. <br /> Conduct the proposed and approved scope of work by 30 July 2015 and submit a report of <br /> findings no later than 30 September 2015. <br /> To proceed with boring permit issuance, the following must be submitted to the EHD to the <br /> attention of Gabriel Gonzalez: <br /> • Two EHD Well and Boring Permit Application forms (one for each parcel); <br /> • City of Stockton encroachment permit (Sutter Street); <br /> • Site access agreement (parking lot); <br /> • Master File Record form; <br /> • Licensed Contractor's Declaration (LCD); and <br /> • A fee of $780 (6 borings x $130). Additional inspection time spent beyond the initial pre- <br /> paid fee will be at the current hourly rate of $130. <br />
