Box 3044, 1400 Tenth Street, Room 212 8800 Cal Center Drive <br /> Sacramento, CA 95812-3044 Sacramento, CA 95826 <br /> Proiect Title: Remedial Action Work Plan (RAW)for 1514 East Scotts Avenue, Stockton, California <br /> Proiect Location: 1514 East Scotts Avenue, Stockton, California 95205 <br /> County: San Joaquin <br /> Project Description: Installation of an asphalt cap over all currently exposed soil on the property. <br /> Background:The Site is approximately 59,000 square feet located at 1514 East Scotts Avenue in Stockton, California <br /> between Interstate 5 and Highway 99. The San Joaquin County Assessors Parcel Number(APN)is 155-070-01. The site <br /> is believed to have beenoriginally developed by the railroadand was subsequently used to house a cabinet <br /> manufacturing facility. In 1981, the site began being used to refurbish helicopter rotor blades and this continued under <br /> two separate owners until 2001. Currently the site is used as an auto repair facility and consists of an office building and <br /> an auto repair shop as well as two open, unpaved areas used for parking and vehicle storage. The Remedial Action Work <br /> Plan includes a compilation of all the sampling that has been conducted at the site as well as a risk assessment. Soil <br /> samples were collected on the property in 1991, 1992, 2000, 2001, and 2007. The results indicate that the soil on the <br /> property has concentrations of Lead, Chromium, and Cadmium up to 2000 milligrams per kilogram (mg/kg),2700 mg/kg, <br /> and 5.1 mg/kg respectively. These concentrations are above human health goals and in the case of lead and Chromium, <br /> they are above hazardous waste levels. Concentrations of other metals including Antimony,Arsenic, Barium, Cobalt, <br /> Nickel, Molybdenum,Vanadium, and Zinc were also discovered but they are not the primary risk drivers. The highest <br /> concentrations of the 5e metals are found in the upper three feet of soil on the site. Based on nearby existing wells, the <br /> depth to first groundv rater is approximately 45 feet below ground surface(bgs). Sampling results collected from one down <br /> gradient well did not show any detectable concentrations of the site contaminants. Given the nature of the contaminants <br /> (generally immobile, ileavy metals),their minimal depth below ground surface, and the sampling results from the nearby <br /> well, no impact to groundwater is suspected. <br /> The Site is owned by Ronly Alcoriza(Proponent)and investigative and remediation activities are being overseen by the <br /> Califomia Department of Toxic Substances Control (DTSC). In 1999 a voluntary cleanup agreement was entered into for <br /> the investigation and remediation of the site, The Proponent's goal is to remediate the contamination by paving over all of <br /> the exposed surface soil on the site. A deed restriction and operations and maintenance(O&M)agreement will then be <br /> used to ensure the site use is monitored and the"cap"is regularly maintained. A residential lot is directly adjacent to the <br /> property but is currently believed to be vacant. Additional residences are across the street from the site.There are no <br /> schools within a quarter mile of the site. <br /> Description of Site and Adiacent Properties:The site is located approximately 1.75 miles west of Highway 99 in the City of <br /> Stockton, San Joaquin County. The Site consists of two buildings and open space used for vehicle parking and storage. <br /> The subject property is bordered on the West by Wilson Way, the East by Eugenia Way, and to the North by East Scotts <br /> Road. The Southern Pacific Railroad switchyard is located South of the site. The Site is basically flat and the unpaved <br /> and uncovered portions contain some gravel and grass. The site is completely fenced and there are no schools or <br /> daycare centers within 1A mile of the site. <br /> Project Activities: <br /> Remedial activities will include clearing the unpaved, open areas of all the current auto mobiles,auto parts and general <br /> debris. This will be followed by placing a 3 inch layer of asphalt over the exposed areas. This cap will serve to Isolate the <br /> contaminated soil and will protect the public from coming into contact with it. The remedial action is expected to take less <br /> than two weeks and will be conducted during normal weekday work hours.
