Box 3044, 1400 Tenth Street, Room 212 8800 Cal Center Drive Sacramento, CA 95812-3044 Sacramento, CA 95826 Proiect Title: Remedial Action Work Plan (RAW)for 1514 East Scotts Avenue, Stockton, California Proiect Location: 1514 East Scotts Avenue, Stockton, California 95205 County: San Joaquin Project Description: Installation of an asphalt cap over all currently exposed soil on the property. Background:The Site is approximately 59,000 square feet located at 1514 East Scotts Avenue in Stockton, California between Interstate 5 and Highway 99. The San Joaquin County Assessors Parcel Number(APN)is 155-070-01. The site is believed to have beenoriginally developed by the railroadand was subsequently used to house a cabinet manufacturing facility. In 1981, the site began being used to refurbish helicopter rotor blades and this continued under two separate owners until 2001. Currently the site is used as an auto repair facility and consists of an office building and an auto repair shop as well as two open, unpaved areas used for parking and vehicle storage. The Remedial Action Work Plan includes a compilation of all the sampling that has been conducted at the site as well as a risk assessment. Soil samples were collected on the property in 1991, 1992, 2000, 2001, and 2007. The results indicate that the soil on the property has concentrations of Lead, Chromium, and Cadmium up to 2000 milligrams per kilogram (mg/kg),2700 mg/kg, and 5.1 mg/kg respectively. These concentrations are above human health goals and in the case of lead and Chromium, they are above hazardous waste levels. Concentrations of other metals including Antimony,Arsenic, Barium, Cobalt, Nickel, Molybdenum,Vanadium, and Zinc were also discovered but they are not the primary risk drivers. The highest concentrations of the 5e metals are found in the upper three feet of soil on the site. Based on nearby existing wells, the depth to first groundv rater is approximately 45 feet below ground surface(bgs). Sampling results collected from one down gradient well did not show any detectable concentrations of the site contaminants. Given the nature of the contaminants (generally immobile, ileavy metals),their minimal depth below ground surface, and the sampling results from the nearby well, no impact to groundwater is suspected. The Site is owned by Ronly Alcoriza(Proponent)and investigative and remediation activities are being overseen by the Califomia Department of Toxic Substances Control (DTSC). In 1999 a voluntary cleanup agreement was entered into for the investigation and remediation of the site, The Proponent's goal is to remediate the contamination by paving over all of the exposed surface soil on the site. A deed restriction and operations and maintenance(O&M)agreement will then be used to ensure the site use is monitored and the"cap"is regularly maintained. A residential lot is directly adjacent to the property but is currently believed to be vacant. Additional residences are across the street from the site.There are no schools within a quarter mile of the site. Description of Site and Adiacent Properties:The site is located approximately 1.75 miles west of Highway 99 in the City of Stockton, San Joaquin County. The Site consists of two buildings and open space used for vehicle parking and storage. The subject property is bordered on the West by Wilson Way, the East by Eugenia Way, and to the North by East Scotts Road. The Southern Pacific Railroad switchyard is located South of the site. The Site is basically flat and the unpaved and uncovered portions contain some gravel and grass. The site is completely fenced and there are no schools or daycare centers within 1A mile of the site. Project Activities: Remedial activities will include clearing the unpaved, open areas of all the current auto mobiles,auto parts and general debris. This will be followed by placing a 3 inch layer of asphalt over the exposed areas. This cap will serve to Isolate the contaminated soil and will protect the public from coming into contact with it. The remedial action is expected to take less than two weeks and will be conducted during normal weekday work hours. The site will remain secure behind locked gates when work is not in progress.
