FACILITY - STOCKTON, CALIFORNIA 95205 <br /> Dear Mr. Van De Vuurst: <br /> The Department of Toxic Substances Control (DTSC) is providing this letter as <br /> confirmation that we have received your November 18, 2002 letter with your <br /> October 25, 2002 letter attached informing DTSC that Aeronautical Rotor Blades was <br /> terminating its October 4, 1999 Voluntary Cleanup Agreement (VCA) with DTSC for the <br /> Rotor Blades, Inc. Facility effective November 25, 2002 (Docket No. <br /> HAS-A-99/00-020). The Rotor Blades, Inc., facility is located at 1514 East Scotts <br /> Avenue in Stockton, California. Notification of termination of the VCA is in accordance <br /> with Paragraph 3.18 of the VCA. <br /> Following a meeting with Aeronautical Rotor Blades environmental consultant for the <br /> project on October 24, 2002, DTSC conducted at no cost to Aeronautical Rotor Blades, <br /> limited additional research on the proponents theory that fill material with elevated <br /> metals may have been emplaced on a regional level during development of the area <br /> where the site is located. DTSC conducted this additional research in an attempt to <br /> determine if the use of regionally emplaced fill material was documented for the area, <br /> and might require further action on DTSC's part under a separate evaluation from the <br /> VCA. DTSC reviewed information provided by Aeronautical Rotor Blades <br /> environmental consultant as well as other historical information for the area. Based on <br /> a review of the information, DTSC did not observe any documented information that <br /> indicated the emplacement of fill on a regional level in the vicinity of the site which may <br /> have resulted in the elevated metals concentrations observed in shallow soils on the <br /> site. <br /> The energy challenge facing California is real.
