d <br /> 1 <br /> 1+M <br /> i <br /> SECTION 3 <br /> DEVELOPMENT OF REMEDIAL ALTERNATIVES <br /> 3.1 INTR MUCTION <br /> The Phase II investigation is designed to provide comprehensive <br /> data for the evaluation of remedial alternatives. A base assump- <br /> tion is that data should be acquired to support evaluation of <br /> alternatives thatare clearly applicable to the conditions at the <br /> site. This approach requires a preliminary screening of technol- <br /> ogies based on evaluation criteria. Criteria utilized for this <br /> initial screening include: <br /> o Technical Feasibility; <br /> i <br /> Reliability, <br /> Implementability, and <br /> - Safety. <br /> T o Environmental and public health screening. <br /> c Cost. <br /> These criteria are described in detail in the following subsec- <br /> tions. <br /> 3.1.1 Technical Feasibility <br /> The technical feasibility will be evaluated using the following <br /> criteria as appropriate: <br /> o Proven technoloav Has the technology been successfully <br /> y applied in a similar remedial action project? <br /> o Reliabi - Is the technology dependable; can equipment be <br /> expected to operate with minimum of downtime? <br /> w, o o erabilit - Will the technology operate efficiently under <br /> ' variable conditions (e.g. , safety constraints required by <br /> the nature of the soils or under varying hydraulic loading <br /> for a groundwater system)? <br /> - o Equipment availability - Is the equipment commercially and <br /> readily available for field application; can a long delivery <br /> ti=ne be expected? <br /> a Susceptibility to toxic contaminants - Is the technology <br /> subject to upset due to the presence of toxic constituents <br /> (e.g. , soil and groundwater treatment processes)? <br /> 3 - 1 <br />
