e:y
A. Access and Traffic Control
r In addition to the working zones being designated as dis-
cussed in section 4.1A above, additional barricades will be
positioned to keep unauthorized personnel away from the
excavation. At night, or if the excavation must remain open
for an unexpected length of time, the immediate area of the
excavation will be barricaded with lighted barriers to
prevent accidental access by individuals.
j.. B. Prevention of Dust Migration
. As migration of dust contain`n4 petroleum hydrocarbon
residues is a potential exposure pathway to the public, the
following precautions are to be taken:
o The entire excavation and operations area will be
wetted down prior to each excavation day.
r
o Sprinkling of the excavation will continue as required
during soil handling operations.
o All dust will be completely removed from excavation
equipment and trucks prior to them leaving site by
A brushing all loose soil and dust from all machine
surfaces and tires.
` y
o Transport trucks will be equipped with dust tarps to
. contain all soils as well as bed liners which are to be
provided by the hauler.
C. Air Emission Monitoring
Monitoring of the ambient air for petroleum hydrocarbon
compounds will be required to assess the concentration of
airborne emissions in the excavation area and to document
average concentrations at the perimeter of the work. zone.
During earth moving operations, an HNu instrument will be
utilized generally downwind of the immediate area of the
excavation operations to monitor instantaneous hydrocarbon
emissions. The purpose of the HNu monitoring will be to
evaluate the adequacy of the Level B protection specified
for the excavation personnel and to assess the source
concentration of emissions generated by the excavation work.
D. Arrangements with Public Safety Agencies
The Health and Safety Plan developed by WESTON will require
notification of local public safety agencies and medical
facilities to advise them of the character and schedule of
the excavation project.
I 1A
lip
8 -
