Staff understands that <br /> MonierLifetile is not able to recycle the remaining waste because of a slowdown in the roofing <br /> tile market. MonierLifetile is exploring other recycling options for the the waste. <br /> This the waste is a threat to surface water and groundwater quality when it is not properly <br /> managed because the waste contains concentrations of soluble diesel range hydrocarbons <br /> and chromium that exceed water quality goals. Therefore, to stockpile this material outside <br /> where stormwater could leach soluble diesel range hydrocarbon and chromium is not <br /> appropriate. It was previously determined that grinding the waste and incorporating it in new <br /> concrete roofing tile is a protective reuse strategy. MonierLifetile wishes to test reuse of the <br /> material in alternative concrete products, such as K-rails (concrete highway barriers). The <br /> Regional Water Board supports efforts to reuse the waste and pending on the results of the <br /> tests may approve reuse of the waste in alternative concrete products. Please understand <br /> that final approval will depend on not generating a new waste stockpile exposed to the <br /> weather in a new location and in uses that do not produce a concentrated mass of waste <br /> exposed to rain, surface water or groundwater. <br /> Regional Water Board staff concurs with your plan to test the tile waste for reuse in alternative <br /> concrete products.
