Weber Avenue, 3rd Floor <br /> Stockton, CA 95202 <br /> Dear Mr. Knoll: <br /> Re: Pacific Gas and Electric Company (PG&E) Natural Gas <br /> Line 107 Pipe Break <br /> The following is a final report for the Pacific Gas and Electric (PG&E) Company's <br /> Line 107 Pipe Break which occurred on September 16, 1997. 1 was contacted at <br /> approximately 1145 hours on Tuesday, September 16, 1997, of a release of <br /> natural gas in progress, at the Line 107 near the Tracy District Maintenance <br /> Office on Patterson Pass Road. The actual location was '/2 mile West of <br /> Patterson Pass Road between Highway 580 and Highway 205. The cause of the <br /> release was due to a Teichert Construction Company scraper using a ripper <br /> which punctured the line in two locations. <br /> Notifications were made to the State OES, SJC-OES, SJVAPCD, and SJC <br /> Environmental Health. I verbally reported the release information and a written <br /> follow-up report was sent into the PG&E's Corporate Law Department and State <br /> OES—Control Number 97-3634. In addition to the natural gas which had been <br /> released to atmosphere, it was determined after the line had been blown down <br /> that pipeline liquids (Petroleum hydrocarbons) were also released to the soil. I <br /> additionally contacted PG&E's Technical and Ecological Services Department to <br /> come out to the site and take samples as well as a hazardous waste clean-up <br /> contractor. SJC-Environmental Health's Harlin Knoll came out to assist in the <br /> determination of where samples would be taken. The contaminated area was <br /> approximately 60' X 250'. It was agreed that there would be five samples of the <br /> stockpiled soil and seven confirmation samples taken to determine the extent of <br /> the contamination (See attachment 1 for TES report) and required clean-up. <br />
