SAN 10 A Q U I N Environmental Health Department -- COUNTY— AMENDED 5/12/2020 Large Quantity Hazardous Waste Generator Inspection Report Facility Name: Facility Address: Date: DELTA TRUCK CENTER 10812 S HARLAN RD, FRENCH CAMP May 11,2020 SUMMARY OF VIOLATIONS (CLASS I,CLASS II,or MINOR-Notice to Comply) Item# Remarks 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. OBSERVATION: In the hazardous waste storage area, one blue 55 gallon steel drum labeled gasoline/diesel mixture, had a hazardous waste label with a 1/24/2020 accumulation start date. REGULATION GUIDANCE: (a)a generator may accumulate hazardous waste on-site for 90 days or less (b)The beginning of the 90 day period is determined as follows: (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar month,the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the first date on which any amount of hazardous waste begins to accumulate during that month. CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the disposal record to the San Joaquin County Environmental Health Department(EHD)within 30 days. This is a repeat violation, Class II. 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. In the oily water treatment area: -One 30 gallon poly drum containing used oil was missing a hazardous waste label. -One 100 gallon burner containing oily sludge was missing a hazardous waste label. In the express shop: -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that was missing the accumulation start date. -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that was missing the hazardous property, physical state, and the name and address of the generator. According to Bernard Nipales, Janitor, the accumulation start date of February 2020 was also incorrect. -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that had an incorrect accumulation start date of 2/2/2020. According to Bernard the accumulation date was incorrect. REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the words"Hazardous Waste', name and address of generator, hazardous properties, physical state, composition (contents), accumulation start date CORRECTIVE ACTION: During the inspection, Bernard corrected all of the hazardous waste labels. No further action is required to correct this violation. This is a repeat violation, Class II. Overall Inspection Comments: An inspection checklist was provided to the facility operator on the day of inspection.
