SAN 10 A Q U I N Environmental Health Department <br /> -- <br /> COUNTY— AMENDED <br /> 5/12/2020 <br /> Large Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> DELTA TRUCK CENTER 10812 S HARLAN RD, FRENCH CAMP May 11,2020 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(a)Stored hazardous waste on site longer than 90 days without a permit or authorization. <br /> OBSERVATION: In the hazardous waste storage area, one blue 55 gallon steel drum labeled gasoline/diesel <br /> mixture, had a hazardous waste label with a 1/24/2020 accumulation start date. <br /> REGULATION GUIDANCE: <br /> (a)a generator may accumulate hazardous waste on-site for 90 days or less <br /> (b)The beginning of the 90 day period is determined as follows: <br /> (1)if the generator does not generate more than 100 kilograms of hazardous waste or one kilogram of acutely <br /> hazardous waste(listed in section 66261.33(e))or one kilogram of extremely hazardous waste during any calendar <br /> month,the 90 day period begins on the date the generator has accumulated 100 kilograms of hazardous waste or <br /> one kilogram of acutely hazardous waste or one kilogram of extremely hazardous waste; <br /> (2)if the generator generates more than 100 kilograms of hazardous waste or one kilogram of acutely hazardous <br /> waste or one kilogram of extremely hazardous waste during any calendar month,the 90-day period begins on the <br /> first date on which any amount of hazardous waste begins to accumulate during that month. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 90 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal record to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a repeat violation, Class II. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> In the oily water treatment area: <br /> -One 30 gallon poly drum containing used oil was missing a hazardous waste label. <br /> -One 100 gallon burner containing oily sludge was missing a hazardous waste label. <br /> In the express shop: <br /> -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that was missing the <br /> accumulation start date. <br /> -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that was missing the <br /> hazardous property, physical state, and the name and address of the generator. According to Bernard Nipales, <br /> Janitor, the accumulation start date of February 2020 was also incorrect. <br /> -One black 55 gallon steel drum containing coolant with fuel had a hazardous waste label that had an incorrect <br /> accumulation start date of 2/2/2020. According to Bernard the accumulation date was incorrect. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste', name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: During the inspection, Bernard corrected all of the hazardous waste labels. No further <br /> action is required to correct this violation. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection.
