The following is an itemized list of hazardous waste violations that have not been <br /> addressed for Zacky Farms as of April 03, 2020. <br /> Open violations from September 25, 2019 inspection <br /> Violation#102-Failed to determine if a waste is a hazardous waste. <br /> OBSERVATIONS: <br /> Outside Area South Side of Facility: <br /> -Several gallons of oily water were found in the secondary containment of the used oil tank. <br /> -Oily debris(rags)/sludge was found in the used oil tank funnel. <br /> -One blue 55 gallon steel drum (1/5 full)contained an unknown liquid. Freddy Mancha, Site Manager,thought it <br /> was oil. <br /> -Seven 5 gallon ChemStation containers were found inside a 275 gallon plastic container. One of the containers <br /> was labeled as ChemStation"Chemical 10023 Heavy Degreaser', and contained a thick white crystalized crust at <br /> the bottom of the inside of the container. Another was labeled as"Quaternary Ammonium"and had a corrosive <br /> label on it. A brown/white crystalized crust had formed at the bottom of the 275 gallon plastic container and had <br /> formed on the 5 gallon containers. A dark liquid was observed near the center of the 275 gallon plastic container. <br /> According to Mr. Mancha, ChemStation should have picked up all of the chemicals from the site. <br /> Outside Area West Side of Facility: <br /> -A crushed white powder was observed on the ground near the fence. <br /> -One 30 gallon drum (1/2 full)was labeled "Corrosive"and contained an unknown solid. Mr. Mancha could not <br /> determine what the contents were. <br /> -A white crystallized crust had built up on the ground outside of a brine tank. <br /> Outside Chemical Staging Area: <br /> -The chemical staging area sits in a concrete secondary containment. Any spills/leaks flow into an emergency <br /> sump. White crystals were observed on the floor. A trail of a white crystal crust and heavy staining from a dark <br /> liquid was observed leading to the sump. The sump was full of liquid and thin white solids were floating on top. <br /> According to Mr. Mancha,the sump holds 5 gallons. <br /> -Approximately 12 spill pallets contained a white crystallized crust and a brown sludge. One of the spill pallets <br /> contained a dark liquid. <br /> -One white 5 gallon bucket labeled as compressor oil (3/4 full)was sitting on a pallet. <br /> -One 10 gallon white container(full)held an unknown material. <br /> Outside Area North Side of Facility: <br /> -One 1 gallon white plastic container(full)held a solid. The container was labeled "AN 400 Directions." <br /> -Heavy oily staining and saturated absorbent was observed on the ground around the compressor and underneath <br /> it. <br /> -One 75 gallon plastic container attached to piping on the wall held an unknown white crystallized crust. <br /> Outside Maintenance Shed: <br /> -Two 15 gallon steel drums contained grease. <br /> -One''/z gallon canister labeled"Rothenberger"held an unknown liquid. <br /> -One red 1 gallon gas can contained an unknown liquid. <br /> -One white 5 gallon plastic bucket(full)was labeled"Rockite." <br /> Outside Water Treatment Plant: <br /> -One yellow 15 gallon portable drain pan contained a black liquid. <br /> -One white 5 gallon plastic bucket(1/2 full)contained an unknown material. <br /> -White powder was observed on the floor underneath a cover. <br /> -One white 1 gallon container labeled"SpeedZone Southern Broadleaf Herbicide"(1/2 full)was on a shelf in the <br /> staff room. <br /> INSIDE AREA NOTE: Multiple pallets of material were observed throughout the inside of the facility. Mr. Mancha <br /> was not sure if any of the pallets were a waste or a product.
