CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
MONITORING AND REPORTING PROGRAM NO.
FOR
SOUTHWEST HIDE COMPANY
SAN JOAQUIN COUNTY
Existing monitoring wells show that the past discharge from the Southwest Hide
Company surface impoundments has degraded ground water quality. This is a
Corrective Action monitoring program, the purpose of which is to determine
whether measures taken by Southwest Hide Company (hereafter discharger) are
sufficient to clean up the effects of past waste discharges to ground water and
to determine if the continued discharge of waste to land is in compliance with
the California Code of Regulations, Title 23, Division 3. Chapter 15 (Chapter
15) .
REPORTING
In reporting the monitoring data required by this program, the Discharger shall
arrange the data in tabular form so that the date, the constituents, the
concentrations, and the units are readily discernible. The data shall be
summarized in such a manner so as to illustrate cl early the compliance with waste
discharge requirements or the lack thereof. A short discussion of the monitoring
results, including notations of any water quality violations, shall precede the
tabular summaries. Southwest Hide Company is encouraged to submit a copy of its
monitoring data in a computer compatible format with the intent that storage of
paper monitoring reports at the Regional Board and Southwest Hide Company offices
may be reduced in the future.
Quarterly monitoring reports shall be submitted to the Board by the 15th day of
the month following the calendar quarter in which the samples were taken.
The results of any monitoring done more frequently than required at the locations
specified herein shall be reported to the Board.
A semi-annual report shall be submitted to the Board which contains both tabular
and graphical summaries of the monitoring data obtained during the previous six
months. The report shall include a discussion of the progress toward
reestablishment of compliance with waste discharge requirements and water quality
protection standard.
WASTE DISCHARGE MONITORING
The Discharger shall monitor all wastes discharged to the Surface Impoundments
prior to closure and report to the Board as follows:
Report in Frequency of
Parameter Units of Reporting
Quantity discharged gallons Quarterly
Capacity of surface impoundment
remaining percent Quarterly
