MONITORING AND REPORTING PROGRAM -2- SOUTHWEST HIDE COMPANY SURFACE IMPOUNDMENT CLOSURE SAN JOAQUIN COUNTY WATER QUALITY PROTECTION STANDARD The Discharger shall submit by 1 July 1992 a Water Quality Protection Standard. The Water Quality Protection Standard, as defined in §2550.2 of Chapter 15, shall consist of constituents of concern, their concentration limits, the point of compliance, and all water quality monitoring points. Constituents of concern shall include all waste constituents, reaction products, and hazardous constituents that are reasonably expected to be in or derived from waste contained in the surface impoundments. Concentration limits in each medium shall consist of background concentrations of each constituent of concern or concentrations greater than background pursuant to Section 2550.4 of Chapter 15. CORRECTIVE ACTION PROGRAM Downgradient monitoring wells show leakage of brine wastes. The Discharger has initiated evaluation monitoring and proposes to close the surface impoundments, but has not implemented a ground water cleanup program. By 1 July 1992 the discharger shall submit an engineering feasibility study pursuant to §2550.8(k) (6) for a Corrective Action Program necessary to meet the requirements of §2550. 10 of Chapter 15. The Corrective Action Program shall include, but not be limited to, any evaluation monitoring, investigation, data collection, data analysis or other tasks necessary to monitor the effectiveness of corrective actions or to begin any ground water cleanup needed to achieve compliance with the Water Quality Protection Standard. SAMPLING AND ANALYSIS PLAN. A Sampling and Analysis Plan shall be submitted to Board staff by 1 July 1992 for approval . The sampling and analysis plan shall include specific methods for leachate, surface water, ground water, and vadose zone pore fluid water quality sample collection, handling, chain of custody control , analytical procedures, and field and laboratory quality assurance and quality control . PROPOSED SURFACE WATER MONITORING PROGRAM The Discharger shall submit by 1 July 1992, a proposed surface water monitoring program in accordance with Article 5 of Chapter 15.
