WASTE DISCHARGE REQUIREMENTS -2- <br /> SOUTHWEST HIDE COMPANY <br /> SURFACE IMPOUNDMENT CLOSURE <br /> SAN JOAQUIN COUNTY <br /> WASTES AND THEIR CLASSIFICATION <br /> 9. The Discharger proposes to cease discharge of liquid wastes to the surface <br /> impoundments. These liquid wastes are classified as 'designated liquid <br /> wastes' using the criteria set forth in Chapter 15. Solid wastes buried <br /> on site are classified as 'designated solid wastes' using the criteria set <br /> forth in Chapter 15. <br /> DESCRIPTION OF THE SITE <br /> 10. Land within 1000 feet of the facility is used for agricultural and <br /> commercial purposes. <br /> 11 . Background ground water quality is characterized by total dissolved solids <br /> (TDS) and chlorides of approximately 200 and 18 mg/l , respectively. <br /> 12. Ground water monitoring results show that saline water has leaked from the <br /> surface impoundments. The pollutant plume direction is influenced by <br /> pumping of nearby production wells. Monitoring wells have measured values <br /> for Total Dissolved Solids at concentrations greater than 4000 mg/l , which <br /> is above the drinking water standard of 500 mg/l . <br /> 13. Continued discharge of brine wastewater to the onsite ponds and continued <br /> leaching from buried solid wastes will exacerbate the pollution of ground <br /> water. <br /> 14. The beneficial uses of ground water are domestic, municipal , agricultural <br /> and industrial supply. <br /> 15. The facility receives an average of 12 inches of precipitation per year. <br /> 16. The facility is not within a 100-year floodplain. <br /> 17. Surface drainage is to the Stanislaus River. <br /> 18. The beneficial uses of these surface waters are domestic, municipal , <br /> agricultural , and industrial supply; ground water recharge; fresh water <br /> replenishment; and preservation and enhancement of fish, wildlife and <br /> other aquatic resources. <br />
