CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD <br /> CENTRAL VALLEY REGION <br /> ORDER NO. <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> SOUTHWEST HIDE COMPANY <br /> FOR CLOSURE OF <br /> SURFACE IMPOUNDMENTS L� <br /> SAN JOAQUIN COUNTY <br /> The California Regional Water Qua iity Controi Board, Central Valley Region <br /> (hereafter Board) finds that: <br /> 1. Southwest Hide Company (hereafter Discharger) operates an animal hide <br /> curing facility near the City of Manteca adjacent to State Highway 99. �( <br /> The facility location is shown on Attachment "A". u <br /> 2. Annually, about 1.65 million gallons of brine wastes from the hide curing <br /> process are discharged to two surface impoundments, shown on <br /> Attachment 'B'. <br /> 3. Soils onsite are alluvial with layers of clays, silts, sands and gravels Q <br /> of moderate permeability providing hydraulic continuity with ground water. <br /> 4. The surface impoundments were constructed in 1979 with flexible membrane <br /> liners. The impoundments have leaked brines to groundwater, creating a <br /> plume of salt pollution. <br /> 5. The Discharger plans to discontinue disposal of brine wastes to the <br /> surface impoundments and then close the impoundments. An industrial brine <br /> recycling system was proposed by the Discharger to replace the discharge <br /> to the impoundments. A surface impoundment closure plan was submitted to <br /> the Regional Board on 4 September 1990. <br /> 6. The surface impoundments were previously regulated by Waste Discharge <br /> Requirements Order No. 80-061, which is no longer in conformance with <br /> Title 23, California Code of Regulations (CCR), Division 3, Chapter 15 <br /> (hereafter Chapter 15) . <br /> 7. In addition to the surface impoundments, high salt wastes buried on-site <br /> also leach salt into groundwater. <br /> 8. Cleanup and Abatement Order No. 89-707 was issued by the Regional Board on <br /> 10 March 1989. The order was issued due to delays in the ground water <br /> investigation program. <br /> E <br />
