Approve the Negative Declaration and direct the Clerk to file <br /> a Notice of Determination; and <br /> 2 . Approve Major Subdivision Application No. SU-87-14 for Morada <br /> Estates North based on the Findings in the staff report and <br /> subject to the Conditions of Approval in the staff report . <br /> FINDINGS <br /> 1 . The proposed map is consistent with applicable General and <br /> Specific Plans because it conforms to the residential poli- <br /> cies of the General Plan and is compatible with the Rural <br /> Residential land use desingation. No Specific Plan is <br /> involved. <br /> 2 . The design or improvement of the proposed division is con- <br /> sistent with applicable General and Specific Plans because <br /> the proposed lots are within the density range allowed for <br /> the Rural Residential land use designation, and proper cir- <br /> culation for the project has been proposed. No Specific Plan <br /> is involved. <br /> 3 . The site is physically suited for the type of development <br /> because the project site is relatively flat and can accom- <br /> modate the development as proposed. <br /> 4 . The site is physically suitable for the proposed density of <br /> development because each proposed lot will be able to meet <br /> the minimum lot size, lot width, and setback requirements for <br /> the RR-65 zone; and proper circulation can be provided. <br /> 5 . The design of the subdivision or the proposed improvements <br /> are not likely to cause substantial environmental damage or <br /> substantially and avoidably injure fish or wildlife or their <br /> habitat because no wildlife habitat or critical nesting or <br /> foraging areas have been identified on the project . (� <br /> 6 . The design of the subdivision or the type of improvements is <br /> not likely to cause serious public health problems because <br /> the subdivision will be served with public water, public <br /> drainage, and adequate septic systems; and no hazardous on- <br /> site conditions have been identified. <br /> 7 . The design of the subdivision or the type of improvements <br /> will not conflict with easements, acquired by the public at <br />
