Excessive noise impacting parcels along Eight Mile Road <br /> (noise in excess of levels established in the Noise Element <br /> of the General Plan) . <br /> AREA/NEIGHBORHOOD COMPATIBILITY: <br /> Traffic Circulation: <br /> Presently, access to the proposed subdivision will be from <br /> Eight Mile Road and Quashnick Road. During preliminary staff <br /> review, it was noted that a possible safety hazard could be <br /> generated as a result of access to the individual parcels from <br /> Eight Mile Road. Consequently, a condition of approval will be <br /> made that access to these parcels from Eight Mile Road shall be <br /> restricted. As these parcels are served by Los Cerritos Drive <br /> and Oakwilde Avenue within the development , this restricted <br /> access from Eight Mile Road will not create a circulation <br /> problem. <br /> Noise• <br /> A noise problem impacting parcels adjacent to Eight Mile Road <br /> has been identified (Lots 9, 10, 11 , 16, 17 , 19, 20, & 21 ) . <br /> The February 1986 noise study prepared by B. B. N. <br /> Laboratories, Inc . , has identified a noise contour in the year <br /> 2005 of 65 decibels from the edge of the roadway of Eight Mile <br /> Road, extending 163 feet south onto the proposed development . <br /> Section 9-3800 of the Planning Title states that no sound level <br /> shall exceed sixty-five (65) decibels Ldn at the property line <br /> of properties which abut areas either developed residential , <br /> zoned residential , or shown for residential use on the General <br /> Plan. As the Planning Title states that the maximum sound <br /> level is 65 db at the property line, and there is a noise con- <br /> tour indicating a level of 65 db at 163 feet from the edge of <br /> Eight Mile Road, a varying portion of adjacent parcels fall <br /> within this unacceptable range. There are various solutions: <br /> lot redesign, construction of noise barriers, and regulating <br /> where residential structures can be placed on the impacted <br /> lots. Conditions for mitigating the identified noise problems <br /> are included in the recommended conditions of approval . <br /> FACILITIES/SERVICES: <br /> Sewage Disposal : <br /> Sewage disposal is proposed to be via individual septic tanks. <br /> A preliminary soils report prepared as part of the application <br /> shows clay type surface soils.
