This has been addressed with a proposed condition of <br /> approval from the Local Health District . The District is going <br /> to require additional percolation tests to insure adequate per- <br /> colation. <br /> Water Supply: <br /> A public water system is necessary for this development in <br /> order to provide adequate water for fire protection. <br /> Consistent with this need, the project has been designed to <br /> include a public water system. <br /> Storm Drainage: <br /> The project proposes a system of terminal drainage, with no on- <br /> site retention ponds, and all street drainage is to be pumped <br /> to Mosher Slough. In preliminary staff review, a potential <br /> cross-site drainage problem was identified. While the property <br /> is fairly level , there is a slight gradient from east to west . <br /> Additionally, the soil is such that there is about two feet of <br /> clay on the surface, resulting in little surface percolation <br /> and an increase in storm water runoff . Grading of the subject <br /> site will be done in a manner which will eliminate any run-off <br /> onto adjacent properties. The Department of Public Works states, <br /> as a condition of approval , that the terminal drainage facili- <br /> ties designed and constructed for this development shall <br /> include capacity for the benefit of properties not within the <br /> subdivision. This condition is consistent with Section 9-9440 <br /> of the Planning Title. <br /> School Facilities : <br /> The project site is within the Lodi Unified School District , <br /> which is currently experiencing overcrowding. The project is <br /> subject to the payment of development fees, which will aid but <br /> not eliminate the overcrowded conditions. Any individual <br /> purchasing within the proposed development will be subject to <br /> the payment of such fees before any residential construction <br /> can take place. As these fees may represent a sizeable amount <br /> of money, this information shall be included in the public <br /> report for this subdivision which is filed with the State <br /> Department of Real Estate. <br /> ENVIRONMENTAL CONSIDERATIONS : <br /> The development involves the conversion of 110. 6 acres of non- <br /> prime agricultural land.
