Item No. 3
PC : 3-19-87
SU-87-14
Page 6
there was some concern about adequate percolation for septic
systems. This has been addressed with a proposed condition of
approval from the Local Health District . The District is going
to require additional percolation tests to insure adequate per-
colation.
Water Supply:
A public water system is necessary for this development in
order to provide adequate water for fire protection.
Consistent with this need, the project has been designed to
include a public water system.
Storm Drainage:
The project proposes a system of terminal drainage, with no on-
site retention ponds, and all street drainage is to be pumped
to Mosher Slough. In preliminary staff review, a potential
cross-site drainage problem was identified. While the property
is fairly level , there is a slight gradient from east to west .
Additionally, the soil is such that there is about two feet of
clay on the surface, resulting in little surface percolation
and an increase in storm water runoff . Grading of the subject
site will be done in a manner which will eliminate any run-off
onto adjacent properties. The Department of Public Works states,
as a condition of approval , that the terminal drainage facili-
ties designed and constructed for this development shall
include capacity for the benefit of properties not within the
subdivision. This condition is consistent with Section 9-9440
of the Planning Title.
School Facilities :
The project site is within the Lodi Unified School District ,
which is currently experiencing overcrowding. The project is
subject to the payment of development fees, which will aid but
not eliminate the overcrowded conditions. Any individual
purchasing within the proposed development will be subject to
the payment of such fees before any residential construction
can take place. As these fees may represent a sizeable amount
of money, this information shall be included in the public
report for this subdivision which is filed with the State
Department of Real Estate.
ENVIRONMENTAL CONSIDERATIONS :
The development involves the conversion of 110. 6 acres of non-
prime agricultural land. The primary environmental concerns as
