HAZELTON AVENUE MANUEL LOPEZ
STOCKTON. CALIFORNIA 95201 DEPUTY DIRECTOR
1FORt (209) 944.2281
HENRY M. HIRATA
DIRECTOR
STAFF REPORT
MORADA NORTH - STORM DRAINAGE
AND WATER MASTER PLANS
DECEMBER 23 , 1987
On March 19 , 1987 , the San Joaquin County Planning Commission
approved a Tentative Map (SU-87-14 ) for a 66-lot rural
residential subdivision, known as Morada Estates North. The
subdivision is located approximately one quarter mile east of
State Route 99 and on the south side of Eight Mile Road,
northeast of Stockton . Among the conditions for approval of the
application are the requirements of a public water system and
terminal drainage facilities to serve the development . The
Developer, Zagaris Management Services, Inc. , is also required to
provide supplemental capacity in the storm drainage system for
the adjacent properties and establish an Area of Benefit for
reimbursement of the cost of the supplemental improvements .
Subsequent to the approval of the tentative subdivision map, the
Developer made a request through the Urban Development
Coordinating Committee (U.D.C.C. ) to use assessment district
financing for the public improvements . The U.D.C.C. took the
request under consideration for the purpose of developing a
policy, for utilizing assessment district financing for
construction of development related infrastructure, for adoption
by the Board of Supervisors . Additionally, the U.D.C.C. wanted
to address the specific request of Zagaris Management Services,
Inc. The consensus of the Committee was the infrastructure
should be supplementally sized to be of general benefit. The
Committee, therefore, indicated to the Developer that in order
to make a recommendation to the Board of Supervisors on the use
assessment district financing that Master Plans for Drainage and
Water would have to be prepared.
The Engineer (Mid-Valley Engineering, Inc. ) for the Developer has
prepared Master Plans for both the Storm Drainage and Water
systems for the Morada Estates North Subdivision and adjacent
properties . The Master Plans will provide a guide for future
installation of water and storm facilities for all developments
within the Master Plan area.
