HIRATA <br /> DIRECTOR <br /> STAFF REPORT <br /> MORADA NORTH - STORM DRAINAGE <br /> AND WATER MASTER PLANS <br /> DECEMBER 23 , 1987 <br /> On March 19 , 1987 , the San Joaquin County Planning Commission <br /> approved a Tentative Map (SU-87-14 ) for a 66-lot rural <br /> residential subdivision, known as Morada Estates North. The <br /> subdivision is located approximately one quarter mile east of <br /> State Route 99 and on the south side of Eight Mile Road, <br /> northeast of Stockton . Among the conditions for approval of the <br /> application are the requirements of a public water system and <br /> terminal drainage facilities to serve the development . The <br /> Developer, Zagaris Management Services, Inc. , is also required to <br /> provide supplemental capacity in the storm drainage system for <br /> the adjacent properties and establish an Area of Benefit for <br /> reimbursement of the cost of the supplemental improvements . <br /> Subsequent to the approval of the tentative subdivision map, the <br /> Developer made a request through the Urban Development <br /> Coordinating Committee (U.D.C.C. ) to use assessment district <br /> financing for the public improvements . The U.D.C.C. took the <br /> request under consideration for the purpose of developing a <br /> policy, for utilizing assessment district financing for <br /> construction of development related infrastructure, for adoption <br /> by the Board of Supervisors . Additionally, the U.D.C.C. wanted <br /> to address the specific request of Zagaris Management Services, <br /> Inc. The consensus of the Committee was the infrastructure <br /> should be supplementally sized to be of general benefit. The <br /> Committee, therefore, indicated to the Developer that in order <br /> to make a recommendation to the Board of Supervisors on the use <br /> assessment district financing that Master Plans for Drainage and <br /> Water would have to be prepared. <br /> The Engineer (Mid-Valley Engineering, Inc. ) for the Developer has <br /> prepared Master Plans for both the Storm Drainage and Water <br /> systems for the Morada Estates North Subdivision and adjacent <br /> properties . The Master Plans will provide a guide for future <br /> installation of water and storm facilities for all developments <br /> within the Master Plan area. <br />
