The following is an itemized list of hazardous waste violations that have not been <br /> addressed for PARKWOODS CLEANERS as of March 18 , 2020 . <br /> Open violations from February 06 , 2020 inspection <br /> Violation #303 - Failed to maintain all communication or alarm systems , spill control , or decontamination <br /> equipment. <br /> OBSERVATION <br /> 1 . The fire extinguishers in the facility are not being serviced annually. The last service date was August 2016 (see <br /> photo IMG 0691 ) . <br /> 2 . The pressure gauge on the fire extinguisher, located in the north-west corner of the facility , indicates that the fire <br /> extinguisher needs to be recharged ( IMG 0690) . <br /> REGULATION GUIDANCE: All facility communications or alarm systems , fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required , shall be tested and maintained as necessary to assure <br /> its proper operation in time of emergency. <br /> CORRECTIVE ACTION: Bring the facility' s fire extinguishers into proper working order by repair, replacement or <br /> testing . Provide a corrective action statement to the San Joaquin County Environmental Health Department within <br /> 30 days . <br /> ❑ This violation was corrected ❑ This violation will be corrected by ( date) : <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation : <br /> Violation #403 - Failed to keep hazardous waste containers closed except when adding or removing <br /> hazardous waste . <br /> OBSERVATION The following open hazardous waste storage containers were observed on-site : <br /> 1 . A 55 -gallon black steel drum storing solid petroleum distillate dry cleaning hazardous waste , generated from the <br /> DF-200 hydrocarbon dry cleaning system , was not closed properly since the drum ring was not secured on the drum <br /> lid (see photos IMG 0660-2) . The 55-gallon drum was located in an outside storage shed on the north side of the <br /> facility . <br /> 2 . A 5-gallon white bucket storing solid petroleum distillate dry cleaning hazardous waste did not have its lid <br /> properly closed ( IMG 0675-8 ) . The 5 -gallon bucket was located in the facility near the two dry cleaning machines . <br /> REGULATION GUIDANCE: A container holding hazardous waste shall always be closed during transfer and <br /> storage , except when it is necessary to add or remove waste . <br /> CORRECTIVE ACTION : Immediately close these containers and ensure all hazardous waste containers are closed <br /> when not adding or removing waste . Provide a corrective action statement and supporting documentation to the <br /> San Joaquin County Environmental Health Department within 30 days . <br /> Page 2 of 6 <br />
