i RIEDEL ENVIRONMENTAL <br /> SERVICES INC <br /> t3.0 EXCAVATION OF SOILS AND REMOVAL OF TANKS <br /> 3.1 Excavation, Transportation, and Disposal of Backfill Material <br />' On 8 November 1993, RFS personnel arrived on site to supervise the excavation and loading <br /> of the tank pit backfill material that had been profiled for disposal at the Forward Inc. landfill <br /> located at 9999 South Austin Road, in Manteca, California. A total of approximately 320 cubic <br />' yards of backfill soil was transported on 8 and 9 November 1993 in 16 truckloads by Valley <br /> Material Transportation of Lodi, California. Copies of the Non-Hazardous Waste Manifest for <br /> the transportation and disposal of the backfill soils are provided in appendix A. <br /> 3.2 Removal of Three 25,000-Gallon Diesel USTs <br />' On 10 November 1993, RES personnel supervised the removal of three (3) 25,000-gallon, <br /> single-walled steel, diesel USTs from the subject site and obtained a total of nine (9) samples <br />' from the native soils below the tanks. The tank removal and sampling activities were witnessed <br /> by Ms. L. T. Briggs, Senior Registered Environmental Health Specialist (RENS) of the Public <br /> Health Services of San Joaquin County. <br />' Prior to removal, each tank was inerted with 850 pounds of dry ice by Aronson Engineering <br /> (Aronson)personnel, the Pacific Bell tank contractor. RES personnel tested the tank atmosphere <br /> and verified the percent of the lower explosive limits (LEL) and oxygen content by utilizing a <br /> Gastek 1314 LEL/02 meter. Once fully inerted, the USTs were removed from the excavation <br /> by Aronson Engineering. No leaks or holes were detected during visual inspection of the <br />' exterior of the tanks. The tanks were loaded onto flatbed trailers and transported by Erickson <br /> Inc. to their tank disposal/recycling facility in Richmond, California. A copy of the Uniform <br /> Hazardous Waste Manifest for the transportation and disposal of the tanks are included in <br />' Appendix A. The certificates of destruction for each tank are also provided. <br /> 4.0 INITIAL CONFIRMATORY SOIL SAMPLING AND ANALYSIS <br /> 1 <br /> 4.1 Soil Sampling <br />' Upon removal of the tanks on 10 November 1993, confirmatory samples of the native soils were <br /> retrieved at three locations under each tank at a depth of fifteen (15) feet below grade, where <br />' concrete tie-downs/saddles were encountered. The nine soil samples were obtained from the <br /> excavation floor utilizing a manually operated slide hammer sampling device. The soil samples, <br /> which were obtained within brass tubes and capped with teflon film and plastic end caps, were <br />' relinquished to Argon for on-site analysis. The confirmatory sample locations were determined <br /> by Ms. L.T. Briggs.
