PHS/EHD and the Central Valley Regional Water Quality Control <br /> Board (RWQCB)plan to issue regulatory case closure, upon the completion of the well <br /> abandonment activities. <br /> The subject site is a former textile processing and dying facility located at 711 South San <br /> Joaquin Street in Stockton(San Joaquin County), California(Figure 1 attached). This <br /> document outlines the methods and procedures proposed to abandon three groundwater <br /> monitoring wells located in the northwest portion of the site (Figure 2 attached). <br /> Ramage Environmental proposes to retain V&W Drilling, Inc (V&W)to destroy the <br /> three on-site wells. The PHS/EHD Well Permit Application and Licensed Contractor <br /> Workers Compensation Declaration, signed by V&W, are attached with a check for$60. <br /> The three wells to be abandoned are each constructed with 10-feet of two-inch diameter <br /> polyvinyl chloride (PVC) well screen and two-inch diameter PVC blank casing. Each of <br /> the wells is completed with a flush-mounted street box. The well construction details for <br /> each well are summarized in the attached table. <br /> Prior to abandoning each well, the depth-to-groundwater and total well depth will be <br /> measured. Based on the actual well depths,the well casing volume will be calculated to <br /> ensure that a sufficient volume of grout is pumped into each well to fill the entire casing, <br /> penetrate the sand pack, and invade the formation soils. <br />
