Land Use : <br /> Two 250-unit mobile home parks were established prior to the <br /> current General Plan on the parcels immediately south of the <br /> site . The General Plan and zoning recognized these uses and <br /> designated both parcels as Medium Density Residential and R-2 . <br /> The project site and the land located immediately to the north <br /> are presently under cultivation with irrigated row crops . The <br /> site does not contain any buildings . A canal of the Woodbridge <br /> Irrigation District borders the east end of the site . The <br /> General Plan and zoning to the north and east are Agriculture <br /> and GA-40 . None of the property in the project vicinity is <br /> under Williamson Act contract , although all of the land <br /> designated Agriculture is within an established agricultural <br /> preserve . <br /> Proximity to City of Stockton: <br /> The area east of State Route 99 is located outside of the <br /> incorporated and General Plan boundaries of the City of <br /> Stockton. This circumstance is important because County deve- <br /> lopment policies would require that public sewage treatment and <br /> water supply services be provided by existing agencies . The <br /> County does not provide these services to the site , and it is <br /> unlikely that the City would extend services to a discontiguous <br /> site that it does not plan for urban development . <br /> Proximity to the City of Stockton is not as crucial for storm <br /> drainage service . The County development policies would <br /> require a public terminal drainage system, but not necessarily <br /> one operated by an existing agency. A County Service Area <br /> could be formed for the operation and maintenance of a new <br /> drainage system. Potential terminal facilities include the <br /> Woodbridge Irrigation District to the east and the Calaveras <br /> River to the south. <br /> SIGNIFICANT IMPACTS IDENTIFIED IN INITIAL STUDY: <br /> • Traffic and circulation, and <br /> ° General Plan policies and development requirements as <br /> detailed in the attached Initial Study. <br /> REVIEW AND COMMENT PERIOD: <br /> Written comments must be returned within the thirty (30) day <br /> review period noted below: <br /> Review begins: September 25 , 1987 <br /> Review ends October 26 , 1987 <br /> Notice of Preparation - 2 - (ER-88-2 ) <br />
