(Page 10 ) , Cumulative Traffic <br /> Impacts <br /> Impact : <br /> Project traffic will contribute to congestion within the local <br /> transportation network: <br /> - State Route 99 East and West Frontage Roads , <br /> - Hammer Lane , and <br /> - Hammer Lane/State Route 99 interchange . <br /> The existing network is not adequate for the cumulative develop- <br /> ment contemplated for northeast Stockton. Pending County pro- <br /> jects include the H. D . Arnaiz Corporation project on Holman <br /> Road (GP-85-5 , ZR-85-18 , and ER-86-2 ) , the Christian Life <br /> Center project on Hammer Lane (UP-86-6 and VR-86-5 ) , and the <br /> Stockton Auto Center expansion project , also on Hammer Lane <br /> (EIR-2-87 ) . It is foreseeable that a development proposal will <br /> be submitted for 520 acres located along Morada Lane , between <br /> the Southern Pacific Railroad tracks and State Route 99 . The <br /> land was returned to the City' s planning jurisdiction in <br /> November 1986 by the approval of ballot Measure I . <br /> The Department of Public Works ' comment letter recommends that <br /> a traffic study be prepared to address impacts " . . . on the <br /> frontage road, (and on) the Highway 99 interchange at both* <br /> Hammer Lane and the future March Lane extensions . " The <br /> Department notes that frontage improvements on the frontage <br /> road would be required and that " . . . other off-site site <br /> improvements may require ( the) applicant ' s participation, based <br /> on the traffic study. " <br /> Three reports now in progress are developing the cumulative <br /> traffic scenario for the project vicinity: <br /> - The Environmental Impact Report for the H . D. Arnaiz <br /> Corporation project , <br /> Initial Study Page 12 (GP-86-22/ZR-87-42 ) <br />
