(Page 10 ) , Consistency With
Specific Road Plans
Section V.H . 1 . (Page 10 ) , Cumulative Traffic
Impacts
Impact :
Project traffic will contribute to congestion within the local
transportation network:
- State Route 99 East and West Frontage Roads ,
- Hammer Lane , and
- Hammer Lane/State Route 99 interchange .
The existing network is not adequate for the cumulative develop-
ment contemplated for northeast Stockton. Pending County pro-
jects include the H. D . Arnaiz Corporation project on Holman
Road (GP-85-5 , ZR-85-18 , and ER-86-2 ) , the Christian Life
Center project on Hammer Lane (UP-86-6 and VR-86-5 ) , and the
Stockton Auto Center expansion project , also on Hammer Lane
(EIR-2-87 ) . It is foreseeable that a development proposal will
be submitted for 520 acres located along Morada Lane , between
the Southern Pacific Railroad tracks and State Route 99 . The
land was returned to the City' s planning jurisdiction in
November 1986 by the approval of ballot Measure I .
The Department of Public Works ' comment letter recommends that
a traffic study be prepared to address impacts " . . . on the
frontage road, (and on) the Highway 99 interchange at both*
Hammer Lane and the future March Lane extensions . " The
Department notes that frontage improvements on the frontage
road would be required and that " . . . other off-site site
improvements may require ( the) applicant ' s participation, based
on the traffic study. "
Three reports now in progress are developing the cumulative
traffic scenario for the project vicinity:
- The Environmental Impact Report for the H . D. Arnaiz
Corporation project ,
Initial Study Page 12 (GP-86-22/ZR-87-42 )
