- The Environmental Impact Report for the Stockton Auto Center <br /> Phase II project , and <br /> - The North Stockton Traffic Study . <br /> The findings and recommendations of these studies should be <br /> considered in the Cole project ' s traffic study to provide an <br /> up-to-date assessment of cumulative traffic impacts and <br /> mitigation measures . <br /> The construction of the transportation system improvements <br /> necessary for cumulative development - and the development <br /> of the Cole project site - may increase pressures for urban <br /> development on the east side of State Route 99 . Caltrans ' com- <br /> ment letter states that " . . . this project appears to have <br /> growthnducement potential which may eventually result in <br /> significant traffic impacts to rural type interchanges on Route <br /> 99 at Hammer Lane , the Calaveras River , and Wilson Way. " <br /> The project conflicts with the March Lane Specific Road Plan <br /> adopted by the City and County. The plan shows a future March <br /> Lane/State Route 99 interchange at the project site . The <br /> Council of Government ' s (COG) comment letter states , "The <br /> northbound on- and off-ramps would cut right through the pro- <br /> posed site , as would the end of March Lane , which would extend <br /> across the freeway. " Caltrans adds that " . . . this project <br /> could affect the feasibility of interchange improvements on <br /> this section of Route 99 . " <br /> The COG-directed March Lane Task Force is reviewing alter- <br /> native locations for the March Lane/State Route 99 intersec- <br /> tion. The present alignment is Alternative A. Alternative B <br /> is located slightly south of Alternative A. COG states that <br /> the project would conflict with Alternative B because " . . . the <br /> northbound on-ramp would run through approximately the southern <br /> one-third of the proposed mobile home park. " Alternative C , a <br /> combined Wilson Way and March Lane interchange , would not have <br /> a direct effect on the project site , but it could have an <br /> indirect effect on the site . The task force recommendation is <br /> expected within two months . <br /> COG identified potential project traffic hazards on State Route <br /> 99 at the northbound Wilson Way on-ramp and at the Calaveras <br /> River off-ramp. The COG letter states , "At this location, <br /> traffic entering Highway 99 at Wilson Way, and wishing to exit <br /> at the Calaveras River off-ramp, must cross three lanes of <br /> freeway traffic in a very short distance . Many residents of <br /> this development would be making this particular trip. " <br /> The City recommends the preparation of an Environmental Impact <br /> Report to assess traffic circulation and the project ' s effect <br /> on the future March Lane/State Route 99 interchange . <br /> Mitigation: <br /> Initial Study Page 13 (GP-86-22/ZR-87-42 ) <br />
