Y <br /> CHRONOLOGY <br /> NEWFIELD PROPERTY/LODI THEATER <br /> 107 SCHOOL STREET <br /> LODI CA 95240 <br /> 02/24/87 San Joaquin County Environmental Health Department (SJC/EHD) <br /> received a complaint of abandoned underground.storage tanks <br /> (UST) located at this site. <br /> 02/27/87 SJC/EHD staff made a site inspection and confirmed that at least two <br /> UST's were at the site. Responsible party (RP) Joseph Newfield_ was <br /> given information on the required closure of the USTs. <br /> 06/30/87 Mr. Newfield requested an extension to the deadline for removal of <br /> the USTs. SJC/EHD gave.an extension until 9/1/87. <br /> 09/21/87 On this date five USTs were removed from the site under permit and <br /> inspection by SJC/EHD. Tank sized ranged from 55 to 2,000 gallons. <br /> Soil samples for analysis were collected from beneath the tanks. <br /> 10/08/87 SJC/EHD review of analytical results that confirmed petroleum <br /> hydrocarbon contamination was present in the soil beneath the tanks. <br /> 10/13/87 Excavation of impacted soil in SE corner of lot was performed under <br /> SJC/EHD inspection. The area excavated was approximately 8'x12'x 26' <br /> deep. One soil sample was collected from the bottom of the excavation <br /> and one from the stockpile. The stockpile was returned to the pit, for <br /> safety reasons, pending.analysis. <br /> 10/20/87 The RP called SJC/EHD to say sample results were "not good", <br /> he was advised to get a consultant and submit a proposal for a <br /> groundwater investigation. Sample results and/or proposal were never <br /> submitted to SJC/EHD for review. <br /> 10/27/87 Mr. Newfield spoke with SJC/EHD, stated he wanted to do further <br /> excavation only. SJC/EHD told.him he would still need to do a <br /> groundwater investigation; Mr. Newfield said he would do nothing. <br /> 12/29/87 Unauthorized Release Form completed this date. <br /> 10/13/89 Site placed into the Pilot Program this date. <br /> 11/28/89 One soil boring was advanced on this date to 40 feet bsg. No samples <br /> were collected, though reported observations indicated contamination <br /> was present. <br /> 12/05/89 Notification of Hazardous Waste Discharge filed this date. <br /> I <br /> 09/26/90 Office hearing held this date with responsible party, Mr. Newfield. <br />
