page 2, 107 School Street
On April 2, 2001 a meeting was held at the PHS/EHD office to discuss the proposed
discontinuation of the SVE/AS. Present at the meeting were Mr. Edward Barkett and Mr.
Anthony Barkett from Lodi City Center 12, Mr. Marty Hartzell from the Regional Water
Quality Control Board, and Ms. Margaret Lagorio, Ms. Dot Lofstrom and Ms. Lori Duncan.
from PHS/EHD. The Barkett's, as the responsible party, expressed their concern for
completion of the construction at the site and the need to switch to a less obtrusive, as
well as less expensive, method of remediation. The effectiveness of the SVE/AS system
was discussed, as were possible ways to continue operation of the system in a more
discrete manner to work in conjunction with the construction project. PHS/EHD
considers continued operation of the SVE/AS.system necessary. While influent vapors
have decreased over time, the levels are high enough to indicate that significant
quantities of soil contamination remain at the site. Reduction of the contaminant mass in
soil is necessary to reduce the continued long term contaminant impact to groundwater.
PHS/EHD does not approve the Remedial Action Work Plan Addendum. If Lodi City
Center 12, LLC discontinues operation of the SVE/AS system, PHS/EHD will refer the
site to the Regional Water Quality Control Board for enforcement action. Although it was
not discussed at the meeting, PHS/EHD directs that monitoring well MW-1 be properly
destroyed at this time. If you have any questions call Lori Duncan at (209) 468-0337.
Donna Heran, REHS, Director
Environmental Health Division
Lori Duncan, Senior REHS Dot Lofstrom, RG
LOP/Site Mitigation Unit IV LOP/Site Mitigation Unit IV
cc: Marty Hartzell, CVRWQCB
Robert Marty, Advanced GeoEnvironmental, Inc.
j
i
I
