Michael Oliphant - 3 - 22 March 2012
Chevron
TRY Offsite-West, Tracy
• Sufficient shallow soil samples have been collected and analyzed for use in a human health risk
assessment expected to be completed in the future.
• Based on my review of AMEC's Report and the project files, I have the following comments:
• I concur with AMEC's review/discussion of analytical results and fuel fingerprint chromatograms
which indicates that TPHd detections reported in "deeper" groundwater are dissimilar to crude oil.
The anomalous TPH chromatogram signatures appear unrelated to crude oil from the historical
pipelines, and are considered to represent residual organic material as previously discussed by
AMEC and Chevron staff.
• I concur that crude oil affected soil and groundwater attributable to the historical TAOC pipeline
leaks has been adequately delineated, that additional characterization is not needed, and the Site
is a candidate for closure consideration.
• A human health risk assessment is recommended as the next step prior to considering a No
Further Action Required determination. A final determination cannot be made until a human
health risk assessment is conducted and an ecological receptor evaluation is submitted for
consideration.
• Applicable environmental screening levels that are protective of groundwater, human health and
ecological receptors (if any) with respect to current and/or anticipated future use(s) of the Site
need to be considered.
